Development Strategy Of Medium-term And Long-Term Electricity Market In South China

The southern regional electricity market,as a regional electricity market that carried out market-oriented reform earlier in China,is based on the "agreement+market" trading mode,and gradually improves the market system and trading rules.In this process,we are faced with some key problems that need to be solved.First,after the spot market is gradually opened,how to design the market mode of trans regional and trans provincial market and how to coordinate among the markets;second,how to break down the problem of "inter provincial barriers" and promote the further expansion of the scale of inter provincial marketization transactions;third,we need to build a market construction path that gradually improves the existing contract path,transaction varieties and market types.Around these problems,improving the development strategy of regional power market is conducive to promoting the further integration of regional power market and the optimal allocation of resources in a wider range.This paper analyzes the power supply and demand and market construction of the southern regional power market,and combs the main problems faced by the southern regional power market at present.Aiming at the problem of market model design,this paper proposes that the southern regional electricity market should construct the electricity market model of "medium and long-term physical transaction+part of electricity spot bidding" in accordance with the mode of "unified market,two-level operation".On this basis,it analyzes the connection mode of inter provincial market and intra provincial market,agreement plan and market-oriented transaction,and medium and long-term transaction and spot transaction.Aiming at the problem of"inter province barrier",this paper designs an inter province transaction mechanism based on the theory of welfare economics.The results show that the new trading model can promote the same bidding among provinces with different electricity price bearing capacity,and has a better effect on energy conservation and emission reduction.Aiming at the problem of market development path,this paper designs the middle and long-term market development path of trans regional and trans provincial electric power in southern regional from the aspects of contract path,transaction type and market type,and puts forward suggestions for the gradual improvement of the system of southern regional electric power market.
