Study On Clean Heating Policy In Shanxi Province

Promoting clean heating in winter in the northern region is of great significance for the northern region to warm up during the winter and reduce smog days.It is a problem that the vast majority of the people in the northern region urgently hope to solve.Therefore,in December 2017,China formulated the "Clean Heating Plan for Winter in the Northern Region(2017-2021)",which launched the clean heating transformation for rural areas in the northern region of China.This article combs the background significance,formation process,and composition of China’s clean heating policy,summarizes the progress and results achieved since the implementation of the clean heating policy in Shanxi Province from 2017 to2021,and analyzes the heating costs and subsidies of rural households under various clean energy transformation methods such as "coal to electricity","coal to gas","coal to methanol","coal to biomass",and "clean coal" in the clean heating policy,taking Y City as an example The differences in heating effect,after-sales service,user satisfaction,and other aspects provide a basis for research on the implementation of clean heating policies in Shanxi Province.This thesis conducts a survey on the current implementation status of clean heating renovation policies in Y city through the combination of questionnaire research methods,public product theory,and Coase theorem.It summarizes the four problems that currently exist: the inability to ensure clean energy supply during the heating season,inadequate management and maintenance of clean energy equipment,high costs of using clean energy sources for heating,and the difficulty of implementing a comprehensive coal ban policy bundle,The targeted countermeasures were put forward to improve the financial support policy system for clean heating in Shanxi Province,strengthen market access and equipment management and control,improve the subsidy mechanism for residents’ clean heating,and implement the up and down intermodal transportation to build a whole area coal free zone,so as to provide solutions to promote the implementation of clean heating transformation policies in Shanxi Province,do a good job in basic work for the realization of the "carbon neutrality" national strategy,and also better realize rural revitalization.
