Legal Approach To Ecological City Planning

The deterioration of environment in the process of urbanization has triggered more and more natural disasters,forcing people to pay much more attention to the relationship between man and nature.The eco-city emphasizes the harmony between man and nature,and realizes the harmonization of society,economy,and environment.It conforms to the long-term development goals of the city and becomes the direction of the city’s future development,which has received more and more attention in the international community.The construction of eco-city is inseparable from urban planning,and the legal system of urban planning is an important guideline for the formulation,implementation and modification of urban planning.Document analysis,interdisciplinary research,and comparative research are adopted in this paper.In the context of my country’s active promotion of eco-city construction,this paper focuses on what is considered an eco-city,what are the obstacles in the path of eco-city planning,and how to improve the relevant legal system of eco-city planning.In the first part,the paper defines the concept of eco-city and eco-city,clarifies the relationship between eco-city and urban planning,and defines the research perspective of this paper.In the second part of the thesis,by combing the laws and regulations at the national and local levels of China’s urban planning legal system,we can find that the urban planning legal system has the problem such as the insufficient legislative concepts,poor public participation channels,Problems such as inadequate implementation of planning environmental impact assessment and unsound supervision and inspection system.In the third part of the paper,by comparing the legal systems related to eco-city planning in the US,Germany,and the UK,the paper summarizes the relevant experience.In the fourth part of the article,through the analysis of the domestic and international eco-city planning legal systems,the paper finally puts forward the following five suggestions that we should incorporate the concept of eco-city in the legislation,improve the urban planning legal system,improve the public participation system,improve the planning environmental assessment system,and improve the planning supervision.
