| The outline of development plan for Guangdong Hong Kong Macao Bay area was issued and implemented by the CPC Central Committee and the State Council in February 2019.As an important public transport infrastructure restricting the development of the bay area,the civil transport airport plays an important role in its comprehensive transport system and is an important platform for the rapid development of the Bay Area’s economy and society.Therefore,its construction and operation should meet the needs of passenger and freight transportation in the bay area,so as to effectively support the development of the bay area.In order to discuss the optimal allocation of airport groups in the bay area,this paper combs out the relevant theories of regional governance of public transport resource management,collects the airport data of three major 10 million class passenger throughput of Guangzhou,Shenzhen and Hong Kong airports in the bay area of Guangdong,Hong Kong and Macao,analyzes the current situation of civil aviation transport resources,forecasts the passenger growth in the next 10 years by using mathematical model,and proposes to adapt to the bay area The traffic resource allocation and planning scheme for the development of Regional Airport groups for economic development is proposed to establish a reasonable airport group division and positioning system,expand the capacity and increase efficiency of core airports,tap the development potential of auxiliary airports,and build one or two new auxiliary airports;the government should plan the large traffic distribution network as a whole,vigorously promote the reform of airspace operation management,and improve the resource allocation of airport groups;for Airports The group development strengthens the software construction,plans the digitization,the information airport group,constructs the aviation talented person cultivation base,the related region coordinated development opinion has the certain theory value and the practice significance. |
