With the globalization of the new energy vehicles industry,the competition among enterprises has become increasingly fierce.Knowledge is an important weapon to improve the core competitiveness of enterprises,and knowledge also affects the innovation level of enterprises.However,it is difficult for enterprises to rely on internal knowledge to meet the needs of development.Therefore,while striving to improve the status of the industry and seeking innovation,enterprises should attach importance to the acquisition of knowledge.It is necessary for enterprises to learn external and internal knowledge.After reviewing relevant literatures at home and abroad,this paper finds that many ways can learn knowledge,such as organizing alliances,investing abroad and et al.However,it is more clearly and objectively to analyze the knowledge diffusion law based on patent data.Patent-based knowledge flow research focuses more on the perspective of knowledge outflowing and less on the perspective of knowledge inflowing.Therefore,In order to more systematically reveal the characteristics and mechanism of knowledge learning among technical actors in the global innovation network under the open innovation.This paper constructs an analysis framework to explores the characteristics and mechanisms of knowledge flow at the individual,group and regional levels,and from the perspective of knowledge spillover based on patent coupling and patent citation analysis,expecting to help enterpaises grasp the knowledge learning rules of their industry,so as to carry out information analysis and formulate technical learning strategies.This paper constructs individual level analysis content and index measurement system from the three dimensions of knowledge learning ability,knowledge learning scope and knowledge learning source,identifying the characteristics and mechanisms of knowledge learning at the individual level based on the distribution of technical actors in three dimensions.Group level analysis is based on the division of technical fields between technical subjects,constructing the analysis content and index measurement system from the three dimensions of group-group and group-individual.The analysis of the characteristics of the technical actors from different groups and the external learning differences between the technical actors from same group is used to identify the characteristics and mechanisms of knowledge learning at the group level.The analysis at the regional level is at the same group level.This paper carries on research according to data preparation,global innovation network analysis,knowledge learning characteristics analysis and knowledge learning mechanism analysisprocess.Finally,using the patent data of New Energy Vehicles in 1998-2017,the paper carried out an empirical analysis about the features of knowledge learning features and mechniams among the 60 major technical actors in this period with the methods of patent bibliometrics and SNA.The results show that the learning ability of the actors is gradually enhanced.is weak at the beginning and enhanced at the second stage.The scope of knowledge learning has changed from widely to widely and focused learning.The knowledge sources in the three stages of the main body are distributed in a balanced way,which includes both internal continuous learning and external learning.Through the mechniams analysis of konwledge learning,it is concluded that the knowledge base mainly affects the learning scope of the actors,and the learning intensity will promote the ability of the subject to learn knowledge from the outside.It can be concluded from the group-level analysis that group-A is an important technical field.The subjects of group-B and group-C mainly learn from group-A.From the regional analysis,it can be seen that Japan,the United States and Germany are relatively mature countries,especially Japan is the konwledge source of other countries.Korea are mainly focus on the battery-related fields,but there are also the trends to the related fields development of vehicles design.
