Study On The Influence Of FDI On The Xiangjiang River Governance Cooperation Network Under The Double River Chief System

How to improve urban openness,attract foreign investment and inject vitality into economic growth in the central region has always been a major concern of the state.With the continuous emergence of environmental problems,countries and regions are paying more and more attention to environmental protection and governance.Since 2017,according to the successful experience of Jiangsu Province,Hunan Province has started to operate the double river chief system in Xiangjiang River to improve the environmental regulation level of local governments.Under this background,this paper studies the influence of FDI on the governance cooperation network of Xiangjiang River under the double river chief system.First of all,this paper summarizes the FDI of eight cities in Xiangjiang River Basin through total amount analysis and structure analysis.And according to some index of SNA,the status and influence of the governors in the Xiangjiang River Basin have changed,and the cooperation frequency and strength among the governance subjects have changed.Then,according to the scale,structure and technical effect of FDI on the Xiangjiang River governance cooperation network under the double river chief system.This paper constructs a two-stage model before and after the implementation of the dual river system using the QAP method,and finds that:1)under the double river chief system,the economic scale difference brought by FDI inflow does not affect the cooperation between local governments;2)under the dual river system,FDI inflow and industrial structure optimization work together,which makes the cooperation of Xiangjiang River cooperative governance network close;3)because the technological base of eight cities in Xiangjiang River Basin is weak,the spillover effect of FDI is not obvious;4)after the implementation of the dual river system,the greater the gap between the government’s environmental regulation level is,the more unfavorable it is for the cooperation between cities to jointly deal with environmental problems,resulting in the phenomenon of "don’t be in my backyard"pollution avoidance.Finally,based on the current situation analysis and empirical results,aiming at the basic points,weak points,key points and winning points in the cooperation network,the paper puts forward that:1)The river chief of each local government should strengthen the responsibility of departments and the organization construction of the river chief;2)Each local government should enhance the quantity of FDI,narrow the gap of environmental regulation level,and avoid the centralized discharge of foreign capital;3)the non-governmental River chief should integrate the strength of non-governmental environmental protection organizations,broaden the channels of public participation,and improve environmental public interest litigation;4)the cities in the upper and lower reaches of the Xiangjiang River should improve the ecological compensation system,and comprehensively use various policy tools in river basin management.
