Research On Performance Evaluation Of Knowledge Flow In The Bidding Process Of Construction Enterprises

Bidding is the main way for domestic contractors to participate in market competition.The bidding document embodies the bidder’s cognition of the current competitive environment and determines the bidding competitiveness of enterprises.However,due to the different management concept and level of each construction enterprise,the randomness of bidding decision-making is large,resulting in a low bid winning rate and a waste of enterprise resources.As the arrival of knowledge-based economy,knowledge has been paid more and more attention,which provides a new way for enterprises to improve their bidding competitiveness.Knowledge flows in the enterprise through different knowledge activities,and thus the formed knowledge flow provides continuous competitiveness for the enterprise.Knowledge flow is everywhere.Do construction enterprises make full use of the value of knowledge? How to improve the contribution of knowledge to bidding competitiveness? From the perspective of knowledge flow performance in the bidding process,construction enterprises can let knowledge help them improve their bidding competitiveness.This paper takes the performance of knowledge flow in the whole bidding process as the research object,comprehensively considers the content and the process as two dimensions to evaluate the performance of knowledge flow,finds out the reason of restricting the efficiency of knowledge flow in bidding process of construction industry,and puts forward the countermeasures to improve the performance.First of all,following the principle of index system construction,through the analysis of bidding practice,combined with literature review,and supplemented by expert verification,this paper preliminarily identifies the knowledge flow performance evaluation indicators of the whole bidding process in the content dimension and process dimension of knowledge flow.Secondly,on this basis,a questionnaire was conducted to investigate the awareness of the bidding related personnel on the importance of the preliminary identification of the whole process of bidding knowledge flow performance evaluation indicators,and 105 valid questionnaires were obtained.Then,according to data of the survey,factor analysis was used to reduce the dimension.Then,six evaluation indexes of knowledge flow content dimension and knowledge flow process dimension are determined as input indexes,and two evaluation indexes of knowledge flow value transformation achievement dimension are taken as output indexes to construct the whole process of bidding knowledge flow performance evaluation model.In this paper,samples were obtained to represent the overall level of the industry,and the comprehensive efficiency,technical efficiency and scale efficiency of the knowledge flow in the bidding process were analyzed by using the data envelopment method.It was found that more than 85% of the construction enterprises failed to make full use of the value of the knowledge flow.To make full use of the knowledge of bidding process,the sensitivity analysis of each performance evaluation index is carried out based on the Composite DEA method.The results show that the inferior indexes of knowledge flow performance evaluation in bidding process are organization management knowledge,knowledge acquisition process,knowledge sharing process,which need to be managed quantitatively;the superior indexes are bidding management knowledge,knowledge innovation and solidification process,knowledge application process,which need to be managed qualitatively.Therefore,from the two aspects of index quality and quantity management,this paper puts forward four countermeasures to improve the performance of knowledge flow in the bidding process of construction enterprises,which are to establish a perfect knowledge base of construction enterprises,to improve the ability and quality of bidding staff,to create a supporting environment for knowledge activities of construction enterprises,and to improve the management chain of knowledge activities of construction enterprises,so as to help construction enterprises improve their bidding competitiveness.This study enriches the theoretical basis of knowledge management in the field of bidding of construction,and can effectively promote construction enterprises to establish a sound knowledge management system.At the same time,it enriches the way of bidding management from the perspective of knowledge.By providing tools to evaluate and monitor the performance level of knowledge flow in the whole bidding process,we can provide improvement direction for knowledge flow performance management of enterprises.
