| Highway infrastructure is a booster to promote economic and social development.Since the reform and opening up,China’s highway network has been booming.The mileage of expressways has grown from nothing to the first place in the world in just over 30 years,and the mileage of ordinary highways has also increased dramatically.On the whole,China’s highway network has already got rid of the situation of serious lag in the past,and it has not reached the point of excessive advancement that some people worry about.In different regions,highway network construction should adhere to an adaptive development strategy,which is of great significance to promoting sustainable economic and social development and promoting more coordinated and sufficient development.Therefore,this study attempts to establish a method system to evaluate the adaptability of the highway network to economic and social development from the perspective of coupling and coordination,and to provide a basis for the formulation of regional highway network development strategies.This paper first expounds the relevant theories of highway network development and economic and social development on the basis of analyzing the current situation and problems of China’s highway network development.Secondly,based on the theories about economics and transportation,a highway network and economic and social development level evaluation index system is constructed using a multi-index comprehensive evaluation method including efficacy function method and entropy weight method on the basis of studying the interaction mechanism between highway network and economic and social development.Thirdly,based on the coupling coordination theory and the adaptability theory,a coupling coordination degree evaluation model that can be used to evaluate the adaptability of the highway network to economic and social development is constructed,and the adaptability of the highway network to economic and social development is studied in depth.Then,taking the provincial capital cities of China as an example,the empirical analysis of the adaptability of the current highway network to the level of economic and social development is carried out.Finally,on the basis of theoretical analysis and empirical analysis,countermeasures and suggestions for improving the adaptability of the highway network to economic and social development are given.The research results show that:(1)The highway network of most provincial capital cities in China is in a state of coupling coordination or high coupling coordination,indicating that the highway network of the major provincial capital cities in China has a good adaptability to the level of economic and social development.(2)The coupling and coordination relationship between the highway network and economic and social development may have the phenomenon of "pseudo-disorder" and "pseudo-lag",which is the result of the city entering the stage of high-quality development.The highway network development in cities such as Guangzhou,Beijing,Shanghai,and Xi’an in our country is close to the saturation stage,so the degree of coupling and coordination between it and economic and social development has been reduced,and the coupling coordination relationship presents the characteristics of "pseudo-disorder" and "pseudo-lag".(3)It is not the higher the degree of coupling and coordination between the highway network and the level of economic and social development,the better.Only by deeply understanding the connotation and characteristics of the coupling and coordination of the highway network and the level of economic and social development on the basis of accurately identifying the stage of development of the highway network,can the coupling coordination model be used reasonably to scientifically judge the adaptability of the highway network to the level of economic and social development.Only in this way can we take corresponding measures for the highway network in different regions to adapt to the level of economic and social development.The evaluation index system of highway network and economic and social development and its adaptability evaluation model proposed in this study can effectively reflect the adaptability of highway network from the perspective of coupling and coordination,which can provide some references for policy makers to carry out reasonable highway network construction,for scholars to carry out the academic research about the sustainable development of highway network. |
