The development of national economy can not be separated from highways.Highway development level is an important indicator to measure the level of economic development and social progress of a country or region.With the continuous development of China’s highway industry and the continuous increase of road mileage,the phenomena of road property destruction and road rights infringement often occur.It is an important issue worthy of study to coordinate the contradiction between the rapid development of highway construction and the relative lag of highway management so as to keep pace with the times and ensure the integrity,safety and smoothness of highway effectively.Road administration shoulders the main responsibility of protecting road property rights.It is of great significance to improve the level of road administration to ensure the sustainable development of the road industry.At present,there are many problems and deficiencies in road administration,Liaoning Province.Some outstanding problems have become bottlenecks restricting the healthy development of road administration.On the one hand,for a long time,transportation departments at all levels have attached importance to construction rather than management,road administration agencies have no own system and relatively independent personnel management power,and road administration has problems such as unsound management system,unclear multi-head management responsibilities,serious shortage of special funds for road administration,unsound supervision mechanism,and backward management technology and equipment.On the other hand,because of the uneven distribution of highways in Liaoning Province,there are weak areas in road administration,Liaoning Province,which can not better mobilize the enthusiasm of all aspects of road administration,seriously affecting the overall balanced development of road administration.By studying the overall situation of road administration institutions in Liaoning Province,this paper analyzes the shortcomings and causes of road administration in Liaoning Province,and puts forward some countermeasures and suggestions to improve the level of road administration in Liaoning Province,including perfecting road administration laws and regulations,intensifying the publicity of laws and regulations,establishing a unified road administration organization,strengthening the training and education of road administration personnel,strengthening various emergency drills,increasing investment in road administration funds,and perfecting the internal and external supervision mechanism in road administration system.
