The Factors And Strategy For Raising The Level Of Liaoning Maritime Administration

With the development of global society and economy, shipping as an important part of modern transportation becomes more and more important, and the new shipping situation has brought many challenges to maritime administration. The safety of life, environment and property at sea, the marine resource rights disputes, stealing, smuggling, piracy and other issues become the focus of the attention of the community gradually. Shipwreck of vessel "Da Shun" in 1999, oil tanker "ARTEAGA" agrounding accident in 2005, "7.16" marine pollution accident of oil pipeline explosion in 2010, oil spill accident of Penglai 19-3 oil field in Bohai Bay in 2011, and many other serious accidents occurred in Liaoning water or its surrounding waters,whose maritime safety situation is not optimistic. Liaoning is located between Yellow Sea and Bohai Sea,which is the throat of Bohai Sea leading to the open waters,and the ships must pass through it when going in and out of Bohai Sea. It is the carrier that Northeast Asia shipping center rlies on in the future,so the level of Liaoning maritime administration is crucial in that of our country and even Asia.The purpose of this thesis, from the perspective of the water of Liaoning, is to raise the overall level of Liaoning maritime administration,and to promote the sound and rapid development of maritime administration, the prosperity of maritime economy and the safety of personal, property and environment in Liaoning water.This thesis makes use of distributing questionnaires to senior experts in terms of maritime administration, widely adopts professional advice,depend on natural sciences means,follow the advanced theory of management science, utilizes mathematical statistics method which is called factor analysis, and uses IBM SPSS Statistics v19.0 software as a data analysis tool to carry system analysis, precise calculation, filtering and induction on the relevant factors of raising the level of Liaoning maritime administration.And then it sums up the main component factors in terms of management,highlights the most pressing issue, studies the most important factors in detail, combines the scientific achievement of organizational behavior, according to current development of Liaoning maritime, gives full consideration to current objective conditions, referring to the advanced maritime practice in developed countries, summarizes the current pilot experience of maritime system, learns today's sophisticated management concepts,and at last develops into realistic policies, which may provide a reference of guide recommendations when the authorities adjust policies.
