Urban road network can be abstracted into a complex topology, which represents the intersection of the road and topology edges and nodes. However, in the structure of the network topology, every road and each intersection located in the entire network plays the different features. Some sections and intersections may be destroyed for some reason, which has little impact on capacity and service level of the entire road network, but some sections or intersections are very vulnerable to unexpected events(such as terrorist attacks, earthquakes, hurricanes, etc.) would be destroyed, and a lot of these damaged roads or intersections on capacity and service level of the entire road network. Such roads or intersections once faced with the unexpected events, which may cause the entire network of a large area network congestion or even crash situation. In this paper, the definition of such sections as key roads of the whole network.In the urban road network, if we can identify the key roads of the network in advance, and take it as the core of the whole network, strengthen the transportation planning and management of these sections, and to optimize the design and organization of traffic, which can play a multiplier effect on emergency traffic organization. Even if it encountered the disaster events, traffic management departments and the general public are able to calmly deal with the number of casualties and loss of properties caused by disasters may be minimized. Therefore, identify the key roads of network will have the very important practical and economic significance. This paper mainly studies the following sections.Firstly, analysis the conventional method of traffic organization and points out in emergency situations, the traffic characteristics of urban road traffic network, and lists the methods under emergency contingency Urban Road Network Traffic Organization.Secondly, this paper puts forward to the definition and classification of the key roads, according to the definition of these key sections, from the easily damaged sections and sections easily destroyed after being the probability of impact damage to the entire network of two areas, namely the establishment of a link failure probability model and easily identification of the road after the failure impact on the entire road network, the link failure probability and the degree of influence after failure as a computational model to identify key sections of the network.Finally, takes the road transportation network of Gansu Gaolan county as an example, and the analysis results show that the proposed method is feasible and effective. The results can provide useful advice to the traffic control department, and also point out the direction for further research of this paper.
