| In order to encourage social capital to enter the field of public industry and integrate into the national infrastructure construction,China began to fully promote the PPP model,which brought new opportunities to state-owned enterprises,especially construction enterprises,but also effectively reduced the financial pressure and investment risk of the government.Large state-owned construction enterprises need to seize the opportunity of PPP mode,but also pay attention to the risks and opportunities of PPP mode in the project application,and need to stand in the competition of the new mode.However,there are potential risks in PPP mode,which will affect the effective investment of enterprises.At present,the participation of company a of China Construction Fifth Engineering Division Company in PPP project is still a kind of exploration to cross the river.In the process of project operation,there are indeed many problems.Therefore,while learning from others’ experience,it also needs to constantly summarize,improve and try again.The PPP projects undertaken by company a are still in the construction period.The existing project information and the risks that have been exposed need to be identified and analyzed in a timely manner.The risk problems of the company in tracking,reviewing and undertaking PPP projects need to be solved urgently.This paper first clarifies the relevant concepts of PPP model,such as risk identification,risk allocation and risk governance.After combing the risk management theory and other relevant literature,combined with case analysis method,it conducts a single case study on the PPP model a County Hospital Relocation Project participated by a company of China Construction Fifth Engineering Division Company,and interviews the relevant personnel and managers of this project with interview method,identify the risks related to PPP mode in the project,including policy risk,legal risk,operation risk,investment and financing risk and market risk.Then,according to the theory of project comprehensive risk management,the different risks identified by company a in PPP project are prevented from four aspects: risk aversion,risk reduction,risk dispersion and risk transfer,and the theoretical model of comprehensive risk management is constructed,which provides theoretical guidance for the later construction industry in the application of PPP mode,and provides risk prevention for other industries in PPP mode Management enlightenment.The last chapter discusses the theoretical contribution and practical significance of this paper,and explains the lack of research in this paper,and prospects the risk research in the future PPP model. |
