Study On Poverty Reduction Effect And Policy Optimization Of Rural Water Conservancy Construction

In theory,increasing investment in rural water resources construction,developing agricultural irrigation and increasing farmers’ income can promote poverty reduction in rural areas.In order to better promote the operation effect of rural water conservancy construction in supporting agricultural economic growth,increasing farmers’ income and reducing poverty in rural areas,and effectively reduce the income gap between urban and rural areas,it is very important to study the poverty reduction effect and policy optimization of rural water conservancy construction.This paper takes the poverty alleviation effect of rural water conservancy construction as the research object,deeply analyses the current situation,problems and deep-seated reasons of rural water conservancy construction,evaluates the impact of rural water conservancy construction on rural poverty alleviation effect empirically,and puts forward the research strategy of poverty alleviation policy optimization of rural water conservancy construction.The main contents of this paper are as follows:Firstly,the research background and significance of the paper are elaborated.The main contents include exploring the relationship between rural water conservancy construction and rural poverty reduction,and exploring the optimal strategies of rural water conservancy construction to promote rural poverty reduction.Then,the research status at home and abroad is summarized,the research contents and methods are given,and the technical route of the research is clarified.Secondly,it introduces the theoretical basis of poverty alleviation effect and policy optimization of rural water conservancy construction,including public investment theory,rural water conservancy theory,the concept and measurement of poverty,etc.This paves the way for further research on poverty alleviation effect and policy optimization of rural water conservancy construction.Then,the current situation of rural water conservancy construction in China is analyzed and the poverty reduction mechanism of rural water conservancy construction is analyzed.Firstly,this paper analyses the present situation of rural water conservancy construction in China from the aspects of construction investment,alleviating the imbalance between urban and rural development,reducing the income gap between urban and rural residents,and points out the existing problems of rural water conservancy construction in China.Secondly,the reasons for the existing problems in rural water conservancy construction in China are preliminarily analyzed.Finally,the mechanism of poverty reduction in rural water conservancy construction is analyzed,and the relationship between rural water conservancy construction,agricultural economic growth and rural poverty reduction is emphatically studied.Then,with the help of vector auto regressive model,the empirical relationship between rural water conservancy construction and rural poverty reduction is systematically analyzed.The conclusion shows that the rural water conservancy construction is significant to the rural economic growth,but its effect on the ratio of urban-rural income gap is weaker and stronger.That is to say,in the long run,because of the insufficient motive force of agricultural economic growth,the enthusiasm of farmers in agricultural production is not high,and water conservancy investment is not helpful to alleviate the urban-rural income gap in the long run.Finally,the policy optimization of poverty alleviation effect of rural water conservancy construction is studied.Firstly,the evolution process of rural water conservancy construction policy in China is summarized and sorted out.Secondly,the paper analyses the reasons for the deficiencies of rural water conservancy construction mechanism and the weakening of poverty alleviation effect.Finally,the paper gives the policy optimization strategies to improve the efficiency of rural water conservancy construction and poverty alleviation effect,are discussed in order to provide useful enlightenment and governance path for agriculture,water management and operation departments to carry out rural water conservancy construction and help rural poverty reduction.
