The establishment of carbon emission trading market is one of the core policy tools to achieve the goal of carbon peak and carbon neutralization.Whether this policy can effectively improve the efficiency of inter provincial carbon emission,achieve regional high-quality coordinated development and promote economic transformation is a matter of concern.In 2011,the national development and Reform Commission approved to carry out carbon emission trading in seven provinces and cities,including Beijing,Tianjin,Shanghai,Chongqing,Hubei,Guangdong and Shenzhen,which provides us with a quasi-natural experiment to test whether the carbon emission trading policy can improve the provincial carbon emission efficiency.Based on Coase theorem,pollution shelter theory and previous studies,this paper calculates China’s provincial carbon emission efficiency from 2008 to 2018,takes the carbon emission trading pilot policy as a quasi-natural experiment,and constructs a double difference model and a spatial double difference model from the perspective of all factor carbon emission efficiency,in order to explore the policy effect and policy spillover effect of China’s carbon emission trading pilot policy.According to the empirical results,the conclusions of this paper are as follows:(1)the growth of carbon emissions in China’s pilot areas is well controlled within the research range,and China’s carbon emission efficiency shows some inter provincial differences;(2)The change trend of carbon emission efficiency of the treatment group and the control group before the policy impact is similar,and the carbon emission efficiency of the post impact treatment group has been significantly improved,and the did benchmark regression results confirm that the pilot policy has a certain effect on the carbon emission efficiency of the pilot area.(3)The pilot policy of carbon emission trading has obvious policy spillover effect.The impact of carbon emission trading policy in the pilot area will significantly reduce the carbon emission efficiency of its surrounding areas,which confirms the "pollution shelter" hypothesis.Based on the above conclusions,this paper proposes to accelerate the establishment and improvement of the national carbon emission trading market,implement differentiated carbon emission trading policies according to local conditions,form a cooperative emission reduction model of regional joint prevention and control and a balanced regional carbon market environment,build a regional cooperative governance system of carbon emission Market,and make use of the complementary advantages of adjacent regions to further realize the coordinated development of carbon emission trading market.
