Research On The Implementation Of Information Security Supervision Policy In Shanghai Hotel Industry Based On The Horn-Meter Model

With the development of information technology in the hotel industry,mobile Internet and other technologies enable the development of the hotel and become an important part of network data production.A large number of various types of information data help the hotel’s precision marketing.Traditional hotels take the express train of mobile Internet,carry out consumer insight based on big data,innovate marketing methods,and pull the distance between hotels and consumers.At the same time,the hotel industry frequent large-scale personal information leaks,illegal events such as excessive request guest personal information to the hotel personal privacy protection has brought new challenges,the hotel industry as an important service provider infrastructure travel and considering that the lodging information registration is legally compulsory,the registration information of real comprehensive and information reveal the seriousness of the harm,the use of the hotel system vulnerabilities to steal data,information theft infringement of citizens’ personal privacy information,the larger negative social impact.Therefore,how to better implement the government’s policies on information security and consumer privacy protection in the hotel industry has attracted attention from all sides.In order to further explore the problems existing in the implementation of information security policies in the hotel industry,this paper,based on the literature and relevant theories,sorts out the development history of hotel information security supervision by various departments of the Chinese government,and makes a horizontal comparison with foreign governments’ policies on hotel information security supervision.From the perspective of public policy implementation,with the help of a Horn-Mete model theory,a typical representative of hotels in Shanghai as the research object,on raising the hotel information security regulatory policy implementation effect and earnestly implement the requirements of policy are discussed,combined with questionnaire and interview of induction in the hotel industry in Shanghai in the process of implementation of related policy problems and corresponding reasons for the formation of these problems are analyzed respectively,and proposes the corresponding solution.With the help of collaborative governance theory,it is hoped to improve the implementation effect of hotel information security policy to some extent,promote the optimization and perfection of hotel information security supervision system,and provide theoretical and practical effective help for the implementation of hotel information security policy in China.
