Civil Aviation Safety Supervision System Research Of China

During the 14 th Five-year Plan period,China entered a new stage of development,which is a process of transformation from an economic giant to an economic power,and also an important period of strategic opportunity for China to build a civil aviation power.Civil aviation,as a national strategic basic industry,will transform from a single air transport country to a multi-field civil aviation power.To build a civil aviation power,we must accurately grasp the core meaning of China’s new stage of development,deeply understand the inherent meaning of "safety is the premise of development",take civil aviation safety as the top priority in the construction of a civil aviation power,and constantly strengthen the security foundation for the high-quality development of civil aviation in China.While fully recognizing the important mission of China’s civil aviation safety supervision in the new stage,we must clearly realize that China’s civil aviation safety supervision system is relatively lagging behind,and the contradiction with the rapid development of civil aviation industry is becoming increasingly prominent,which restricts the high-quality development of China’s civil aviation and the improvement of safety level.In 2020,There were 16 general aviation accidents,13 deaths,and 13 discarded aircraft.There were 429 accident symptoms with a rate of0.49 per 10,000 hours.Civil aviation safety problems emerged one after another.The sudden COVID-19 outbreak and the complex and volatile international situation have brought new impacts which influence the civil aviation safety and supervision of China’s civil aviation.Civil aviation safety supervision is an important link to ensure civil aviation safety,and is responsible for the implementation of relevant national laws and regulations.Facing the new stage,new tasks and new situation,we must face up to the prominent problems existing in China’s civil aviation safety supervision,reform vigorously,make bold innovations,and seek effective solutions and paths.On the basis of collecting and reading relevant literature and materials,this paper summarizes the management system reform,supervision method change and new supervision mode reform in the development process of China’s civil aviation safety supervision.Through the horizontal comparison,analysis of the civil aviation safety oversight in the developed countries,including the advantages and characteristics of organization system and servant management,starting from the key elements of Bureaucracy Theory,systematically elaborated unique civil aviation safety supervision system of China,namely with safety as the kernel of the legal system,vertical and horizontal relationships union,problem oriented intensive monitoring system,the technical guarantee system is based on the“Internet+ Supervision” platform,and the administrative and professional servant separate management.Furthermore,the paper deeply analyzes many problems existing in the current civil aviation safety supervision system in China,such as backward legal environment,overlapping organizational structure,inefficient use of supervision resources,low efficiency of supervision methods,inadequate human resources,etc.,and puts forward corresponding suggestions for optimization and improvement.They include consolidating the foundation of the rule of law,optimizing organizational design,enriching regulatory means,strengthening data support,and strengthening endogenous driving forces.In order to improve the efficiency of civil aviation safety supervision work and achieve sustainable civil aviation safety,this paper may provide some contribution.
