Oil loading&discharging in port is a key part of the work safety.In recent years,with the rapid development of the transportation industry,oil transportation is ever growing in our country.The most important places for the storage and transportation of oil products in port.Therefore,oil spill in a port causes some catastrophic accidents such as combustion and explosion,and also causes the contamination of the surrounding environment.In order to ensure the safe operation of oil loading&discharging in port,and prevent the oil spill accidents,it is necessary to investigate an oil spill accident risk index list,carry out a risk assessment and build a corresponding early warning system for oil loading&discharging,so as to provide a foundation for the safe oil loading&discharging in port.In this research,we construct a risk assessment system for oil loading&discharging in port.The main contribution of this paper is as follows.Firstly,based on the process of oil loading&discharging,identify the risk factors of oil spill by using preliminary hazard analysis,cause-consequence analysis and safety checklist.According to the accident cause theory,we had analyzed the main risk factors in five aspects: personnel,equipment,loading&discharging environment and safety management,determines the risk factors oil loading&discharging in port,so as to lay a foundation for the establishment of oil spill early warning index system in port oil loading&discharging.Secondly,oil spill risk assessment of oil loading&discharging in port is carried out.A risk early warning index list is established,and then,combining it with the data collected on the research site,relevant literature review and expert opinions,the weight of each index is calculated by analytic hierarchy process and entropy weight method are combined.It is found that the weight of human factors and management factors is more large: 0.164 and 0.577.Respectively,which are acceptable risks.The calculation of weight lays a foundation for the construction of oil spill risk early warning system for port oil loading.Thirdly,a risk early warning system is established,determine the grade division of risk early warning indicators through quantitative evaluation of risk indicators and construct the risk early warning system by using matter-element extension theory model.This research takes the Simao Port on Lancang River as the research object to evaluate the oil spill risk of oil loading&discharging.It is found that the oil spill risk level of oil loading&discharging in Simao Port is relatively low,with a low risk level of human,ship,environment and management factors,and a high risk level of the wharf factor.Finally,the corresponding risk prevention countermeasures are put forward for the main risk factors to provide a basis for the safe operation of oil loading&discharging in the ports of Lancang River. |
