In recent years.the shipping industry of the Yangtze River has flourished.The Taicang section,as an important part of it.plays a vital role in both the development of the Yangtze River and the economic integration of the Yangtze River Delta.Due to the advanced construction of water and underwater engineering,the specialization.large-scale development of ships and the traffic volume has significantly increased in the water areas.The navigation environment of the Taicang section of the Yangtze River has undergone great change,which is always treated as the main reason for the increasingly navigation risks for ships sailing in water areas.In order to ensure the navigation safety in the water areas of the Taicang section and improve the navigation environment of the Yangtze River water areas,this paper starts from the perspective of system engineering and safety engineering,taking into account the natural environment,channel conditions,and traffic environment,analyzing the maritime traffic accidents and ship traffic flow in the waters.Then,combined with the basic principles of the evaluation indicators and the system engineering theory,this paper analyzed and selected the qualitative and quantitative environmental risk factors which affect the navigation safety of the ships in the Taicang section of the Yangtze River.Based on the opinions of the consulting experts,the risk factors of the navigation environment are examined together using the analytic hierarchy process.The index weight of each risk factor is obtained by the matrix calculation principle,through consistency test using the calculation results,the final weight of each index can be confirmed.This paper offers an extensional matter model in extension science and applying it to the navigation risk assessment of the Taicang section of the Yangtze River:after reading a large number of literatures and relevant industry standards,this paper determined the evaluation criteria of each risk factor,and constructed the classical domain and the local domain for risk assessment.The qualitative and quantitative risk factor data of the water area are measured,and the object to be evaluated is obtained.and then the data is calculated by "distance".After multiplying the weight,the navigational environment risk level of the water area is assessed as low.The evaluation results are basically consistent with the navigation environment of the waters,which indicates the model could assess risk effectively.The navigation environmental risk index system and the extension matter element evaluation model of the Taicang section constructed in this paper can not only provide a scientific basis for the navigation environment assessment and treatment of the Taicang section of the Yangtze River,but also provide reference for the navigation environment risk assessment of other water areas.
