| Along with the arriving of 21 centuries,As a prominent problem,environmental pollution has been widely discussed.Among those problems,air pollution is a hot topic in discussion.Atmospheric flow which can cross regional has caused most areas to be affected.People’s survival and health have been threatened seriously.In China,Since the advent of reform,the prosperity of economy attracts many people,turning the Changjiang Delta into the major destinations of the labor force.The economy is advancing by leaps and bounds like a tumbling wave.But at the same time,the problem of air pollution in this area is also constantly exposed.The intensity of pollution in this area is higher than that the other areas.Because the environment and the social economy will restrain each other,the region’s current economy has been damaged.After a long time of governance and practice,the Changjiang Delta region has formed a set of policy system on air governance.But there are still many problems in the actual governance effect.For this reason,the core focus of this thesis is the air governance policy in the Changjiang Delta.The fundamental purpose is to explore the internal structure of policy system by using the policy analysis method.The field of research of this work consists of 41 cities in the area of the Changjiang Delta.The research of this thesis is based on the regional air pollution control policy which consist of 290 policy texts.After summarizing the basic situation of the policy,the research content of this thesis can be divided into three parts.The first part is aimed at the main policy subjects of atmospheric policy-making in the region.Descriptive statistical analysis,network structure analysis and centrality analysis were carried out.So as to find the cooperative relationship and status relationship of the policy designated subject.The content of the second part is the analysis of policy theme.Using multivariate statistical analysis,different policy areas can be divided.So as to summarize the key of the policy.Above on these bases,the theme can be discussed and analyzed in depth.The content of the third part focuses on policy tools.Starting from the integrity and difference,the choice and difference of policy tools in the region can be analyzed.According to the above analysis,we can receive the following conclusion: There are many policy subjects for independent policy release.However,there are few policy subjects that publish policies jointly,regional cooperation needs to be strengthened;The coverage of policy theme is very broad.But the internal classification of policy themes is lack of balance;Policy tools in different regions are used in a similar way.Mandatory policy tools are the most which was overused,Next,there are voluntary policy tools.The last one is market-oriented policy tool.These three tools are out of balance in formation.The choice and use of policy tools need to be considered.At the same time there are the following suggestions: Bulid and improve the joint defense system and strengthen the role of coordinated governance;Democratize the decision-making process and encourage the participation and supervision of multiple subjects;Optimize the system of policy tools and unleash the unique advantages of different tools. |
