Abstract/Summary:
Water is an important part of human production and living,but really available for human use of water on earth is not much.China is in a stage of accelerating industrialization and urbanization,international experience shows that it is at this stage of energy resources consumption and pollution emissions intensity increasing period,resources and environment constraints highlights.Difficult to control water pollution in our country,the prevention and control work is always can not get the desired effect,the main reason is that liquid water itself,metastatic,a local pollution,tend to be transferred to other areas,with the current which is mentioned in this paper,the cross-regional water pollution-expand from one region to another region.Region of China ’s traditional concept,mainly refers to the administrative areas referred to in this article the inter-basin refers to across the province,city and county,this paper discusses the concept of cross-regional water pollution,at present our country the status quo and the cause analysis,can see from the status quo,and pollution of water resource in our country’s current situation is not optimistic,management work is difficult,and pollution control to water resource in the administrative area,to the principle of overall regional interaction,governance to achieve expected effect.Secondly introduces the legal system of water resource in the United States and Europe as well as the practice of governance,can see from the experience of abroad,inter-basin water pollution control for the system as a whole,on the basis of the legal system with abundant funds for security,at the same time in the clear power is also crucial in the process of governance.Again further across regions in China was analyzed the problems existing in the legal system for the prevention and control of water pollution,the current across the lack of systematic legal system of regional water pollution legislation,law enforcement and a lack of authority,in terms of management system,each department purview division is not clear,lead to governance work difficult,in the regional management system on the basis of pollution prevention and control work,inevitably there will be a difficult to coordinate local government relations,for their respective interests at the expense of the environment,these are all across the land in our country the problems existing in the legal system for the prevention and control of water pollution.According to the mentioned problems are proposed,cross-regional water pollution the perfection of legal system to have a system of law as the foundation,draw lessons from foreign experience,to enact a special method of river basin,improve the law enforcement status of river basin institutions,make it play its real role,at the same time,in view of the present regional competition between relations of cooperation,the need for a unified mechanism to coordinate,to suppress its interest sacrifice environment phenomenon.To sum up,cross-regional water pollution prevention and control work is a emphasis and difficulty in the prevention and control of water pollution in our country,strengthen the cross-regional water pollution prevention and control work,is the foundation of the effective utilization of water resources and sustainable development.In water pollution prevention and control work more than 20 years in our country,also accumulated certain experience,also has obtained the certain result,is only for the existing legislation,law enforcement,and there are problems in such aspects as administrative system,has not been substantial solution.Cross-regional water pollution prevention and control work should be combining with the condition of our country continuously explore in practice.
