Study On The Evaluation Of Safety Production Emergency Management Capability Of Prefecture-level Government

In recent years,China’s work safety situation has been steadily improving,but the frequent production safety accidents are threaten the safety of people’s lives and property,and affect social harmony and stability.At the same time,with the rapid development of new industries,new technologies and new fields,production and business activities have ushered in many new risks and hidden dangers,and the government’s production safety emergency management capacity has been questioned.In order to cope with the increasingly severe safety risks and challenges,the government needs to continuously improve the emergency management capacity of production safety,curb the occurrence of production safety accidents,reduce the casualties and property losses caused by production safety accidents,and quickly restore the order of production and life.The evaluation of the government’s work safety emergency management capability can actively identify the shortcomings existing in the work safety emergency management of the government,provide scientific guidance for improving the work safety emergency management capability of the government,and transform the work safety emergency management from passive disposal to active prevention.It is of great significance to improve the government’s emergency management capability of production safety.In this paper,the prefecture-level government as the main body,to carry out work safety emergency management capacity evaluation research.First of all,on the basis of reading a lot of relevant laws and regulations,literature research,prefecture-level government safety production emergency management ability evaluation index system is preliminarily constructed.Secondly,through the form of face-to-face discussion with experts and questionnaire survey,the indicators were screened,and the index system of evaluation of work safety emergency management capacity of prefecture-level government was determined,including 4 first-level indicators,11 second-level indicators and 45 thirdlevel indicators.Thirdly,the indicators were quantified according to the 1-9 scale method,and a questionnaire was designed to determine the weight of the evaluation indicators of the production safety emergency management capability of the prefecture-level government,and 25 experts were invited to participate in the survey.After the questionnaire was collected,the survey results were summarized,the weight of each index was calculated by the analytic hierarchy process(AHP),and the consistency test was conducted.Finally,according to the established evaluation index system and index weight,the empirical analysis of the production safety emergency management ability of Baotou municipal government is carried out by using the fuzzy comprehensive evaluation method,and the conclusion is drawn that the overall evaluation of the production safety emergency management ability of Baotou municipal government is good.We found that Baotou municipal government is deficient in the force of emergency rescue,the construction of comprehensive and professional emergency rescue team,the communication and technical support,the construction of emergency information platform,and Specific countermeasures are put forward such as strengthening the emergency rescue force,promoting the construction of emergency management information,strengthening the communication technology support.
