Under the background of the deepening development of economic globalization,the growth of China’s socialist economy is experiencing a historic leap from quantity to quality,from high-speed growth to high-quality development.Therefore,the goal of promoting the development of green economy is more important and difficult.Establishing a scientific and effective method of green economic development evaluation can be used to quantitatively study and evaluate the development level of green economy in various regions and industries,and then judge the correctness of policy formulation and implementation,and evaluate the advanced nature of the strategic objectives of green economic development.Based on the statistical panel data of nine provinces in the Yellow River Basin from 2014 to 2018,considering the function of forest carbon absorption,this paper puts the net emission of carbon dioxide in the region into the output index,calculates the comprehensive evaluation index by Entropy method,and constructs a new evaluation system of green economy development,Then,DEA method is used to measure and evaluate the efficiency of green economic development in the Yellow River Basin;At the same time,without considering the function of forest carbon absorption,that is to say,the regional carbon energy carbon dioxide emissions are included in the evaluation index system,and the DEA method is also used to measure and analyze,and the two calculation results are compared,so as to make the improved method based on forest carbon absorption more effective.Finally,Moran index is used to verify the spatial correlation of green economy development among nine provinces and regions,and cluster analysis is conducted on the efficiency value.The results are as follows:(1)In evaluating the efficiency of regional green economy development,the super efficiency SBM model in DEA method is more reliable than the traditional SBM model.According to the calculation results of super SBM model,from the regional perspective,after the improvement of forest carbon absorption,Sichuan Province,Inner Mongolia Autonomous Region and Shandong Province are the top three provinces in turn,and the comprehensive efficiency of green economy development has reached the DEA effective state in 2018,and Sichuan Province is also in the forefront of efficiency in 2017;Shaanxi Province,Henan Province and Shanxi Province ranked the fourth,the fifth and the sixth in turn,and the comprehensive efficiency of green economy development was at the medium level from 2014 to2018;Gansu Province,Qinghai Province and Ningxia Hui Autonomous Region ranked the last three,with a low level of green economy development.In terms of time,considering the constant forest carbon absorption and scale efficiency,the average comprehensive efficiency of green economy development in the Yellow River Basin from 2014 to 2018 did not reach the DEA effective state,but showed an increasing trend year by year.(2)Compared with the existing evaluation methods,the improved evaluation method considering forest carbon absorption is more effective,scientific and reasonable for the evaluation results of green economic development efficiency in the Yellow River Basin.After the improvement of forest carbon absorption,the comprehensive efficiency of green economy development in Inner Mongolia Autonomous Region and Shandong Province changed,while the ranking of other provinces remained unchanged,and the comprehensive efficiency of green economy development in the Yellow River Basin improved from 2014 to 2018.(3)The spatial dispersion effect of green economy development in the Yellow River basin among the nine provinces is not significant,which may be due to the large scale of provincial data.Its green economy development efficiency can be divided into three types: high efficiency level,medium efficiency level and low efficiency level. |
