Research On Public-Private Partnership(PPP)mode Of Domestic Waste Disposal In Changzhou

At present,environmental issues have become a global concern,and the garbage issue cannot be ignored.In recent years,our country’s economy has developed rapidly and the process of urbanization has been accelerating,the people’s living standards have also been continuously improved,and the resulting garbage has also been increasing.Many cities are faced with the problem of garbage siege.Traditional domestic waste disposal is mostly handled by the government,as the surge in the number of garbage,the financial pressure is also increasing,and because of the lack of competition,waste treatment efficiency is low,the treatment capacity is insufficient,but the demand for waste disposal is constantly increasing.Therefore,it is necessary to develop PPP model in the field of domestic waste disposal.The country has successively introduced PPP-related policies to promote the development of PPP models in the public service sector,guide social capital to enter the sewage and waste disposal industry.PPP mode must be applied to new waste disposal projects in various places.Many cities have tried using PPP mode for domestic waste disposal.Providing public services and public products through the PPP model can minimize the direct allocation of market resources by the government,it can also revitalize the stock of social capital,stimulate the vitality of private investment,enhance the momentum of economic growth,and form a new point of economic growth.This article starts from related concepts such as domestic waste,waste disposal,the concepts and characteristics of PPP mode,describe the theoretical basis of the application of PPP mode in domestic waste disposal from the perspective of public management.Based on the analysis of the shortcomings of traditional domestic waste disposal and the feasibility of applying the PPP mode in domestic waste disposal,Changzhou domestic waste disposal project is studied,start from the background,construction and operation mode,fund raising plan,return mechanism,project supervision and other contents of the project,analyze the problems in domestic waste disposal projects.Finally,based on the successful experience of domestic and foreign projects,propose suggestions on optimizing the PPP mode of domestic waste disposal in Changzhou from aspects such as doing a good job in project publicity,increasing support for social capital participation in projects,establishing a reasonable risk and profit distribution mechanism,and improving policies,regulations and supervision mechanisms.
