A Study On The Executive Power In The Simplification Of Administration And Decentralization Of Anxi County Ecological

Streamlining administration and delegating power is the first move to comprehensively deepen reform and the first shot to transform government functions.Executive power is the fundamental guarantee for government departments to implement policies and perform functions efficiently.As an important part of the government revolution of "streamlining administration and delegating power",the department of ecological environment bears the unshirkable responsibility and mission.Strong and efficient execution is the basis and key to the success of the revolution.On the basis of the existing research,this paper takes the practice of streamlining administration and delegating power of the ecological environment department in Anxi County as an example,and discusses how to eliminate the obstacles in the process of streamlining administration and delegating power and effectively improve the executive power of the department.In terms of theory,through two basic concepts in full-and better to delegate to definition and execution,and thus lead to the ecological environment department core connotation of the concept of executive force,secondly combining the bureaucratic organization theory,organizational behavior theory,the process model of Smith,will perform the subject,the object,the execution environment,resource,system,as an evaluation index,evaluation of ecological environment department implementation problems and the reasons and influencing factors.In the aspect of practical significance,the article integrated use of literature research,participatory observation,interviews and other methods of Anxi County Ecological Environment Department and decentralization and reduce the decentralization after Anxi County main problems of ecological environment department executive force and the reasons were discussed,and reference to draw lessons from Dongguan city,Tongxiang city,the successful experience of the two branches of the ecological environment,constructively put forward by strengthening subject quality,improve the object effective participation,integrated optimization of resources and improve the system construction and create a good working atmosphere and other measures to strengthen the ecological environment of Anxi County department execution.
