Research On Optimization Of Administrative Responsibility System Of Chengguan Branch Of Lanzhou Ecological Environment Bureau Under The Background Of Vertical Management Reform

In recent years,under the guidance of Xi Jinping’s thought on ecological civilization,the country has attached great importance to ecological environmental protection,which is inseparable from the surge in mass incidents caused by ecological environmental pollution.The report of the 19 th National Congress of the Communist Party of China also pointed out that ecological environment construction is China The goal of sustainable development has incorporated "ecological civilization" into the overall national layout.The Ministry of Ecology and Environment has carried out the reform of the monitoring,supervision and law enforcement vertical system for environmental protection agencies below the provincial level.The purpose is to build a grass-roots ecological environmental protection management system with clear rights and responsibilities,collaborative cooperation,strong capabilities,and standardized and orderly management,so as to break the barriers of local protectionism and improve the ecological environment.In terms of protection intensity,the Chengguan Branch of Lanzhou Ecological Environment Bureau carried out vertical management reform in 2019,and officially completed the reform in 2021.Lanzhou Municipal Bureau of Ecological Environment Chengguan Branch carried out vertical management reform in 2019,and officially completed the reform in 2021.This paper takes Chengguan District of Lanzhou City,which has numerous environmental supervision objects,as an example,combines my experience in grassroots environmental protection work and first-hand data,uses case analysis,questionnaire and interview methods,and expounds the status quo of responsibility system after the completion of vertical management reform in this area,from the aspects of power division,responsibility allocation,internal coordination,team building and supervision mechanism,etc.After a comprehensive assessment of the construction of the current administrative responsibility system of Chengguan Branch of Lanzhou Bureau of Ecological Environment,it is concluded that there are three problems in the administrative responsibility system of Chengguan Branch of Lanzhou Bureau of Ecological Environment under the background of vertical management reform: the sorting of environmental protection responsibilities is not clear,the coordination of environmental protection work is not smooth enough and the internal and external supervision force is not strong enough.Then,it puts forward the countermeasures and suggestions to optimize the administrative responsibility system.The first is to build the responsibility list mode to promote the construction of the rule of law of environmental protection;the second is to improve the coordination operation mechanism and establish the consultation mechanism;the third is to optimize the structure of the environmental protection team and improve the communication incentive mechanism;the fourth is to improve the internal supervision mechanism and optimize the smooth supervision channels,and it is explained in detail.Through the research of this paper,it can provide strong support for the optimization of the administrative responsibility system of the Chengguan Branch of the Lanzhou Ecological Environment Bureau,realize the clear responsibilities of the ecological environmental protection work in Chengguan District,perform their own duties,and unify their powers and responsibilities,and improve the scientific and effective decision-making of environmental governance work.Efficiency of regulation,enforcement,and monitoring.
