The proposal of"The Belt and Road"provides a reliable platform for cooperation and win-win situation of the countries along the line.The average economic growth rate of the countries along"The Belt and Road"is higher than the average level of the world,but the energy consumption and CO2emissions exceed the average level of the world.And CO2emissions account for nearly 1/2 of the total CO2emissions of the world.CO2emissions from transportation account for 1/4 of the total CO2emissions.The global sustainable development of the transportation and logistics system has been put on the agenda.Therefore,it is a priority of the transition of countries along"The Belt and Road"to transform into the low-consumption,low-emission and high-efficiency logistics development mode and achieve the goal of green development of economic,social and ecological protection.The level of logistics development has a great gap between countries along"The Belt and Road"and the world.The development of the low-carbon of countries along"The Belt and Road"is restricted by transportation infrastructure,information processing level and specialization level.However,there are a little research on the efficiency of low-carbon logistics,influence factors,influence intensity of countries along"The Belt and Road"and comparison between national regions.So it is urgent to carry out this research.The research on the efficiency of low-carbon logistics of countries along"The Belt and Road"has some achievements,but research objects are mostly concentrated on the provinces and cities of China.Therefore,the efficiency of low-carbon logistics of 54 countries from 2010 to 2018 will be evaluated by using DEA-SBM model and DEA-ML index.And the overall situation of low-carbon logistics development level and the key factors affecting its efficiency will be analyzed.The influence degree of different regions and different factors will be compared.Finally,suggestions will be put forward according to the results,aiming to provide decision-making reference for rapid and coordinated development of low-carbon logistics industry.The research focuses on:analysis of key indicators affecting the efficiency of national low-carbon logistics;comparative analysis of differences of national low-carbon logistics efficiency index in different regions;comparative analysis of dynamic characteristics of national low-carbon logistics efficiency index in different regions;analysis of the impact of key indicators on countries in different regions and the reasons for the differences.By analyzing the efficiency and influencing factors of low-carbon logistics of 54 countries along"The Belt and Road",and the differences of the efficiency of low-carbon logistics among different countries along the line are explored.The conclusions are as follows:First,according to the theory of regional low-carbon logistics,the key indicators affecting the efficiency of national low-carbon logistics are transportation network mileage,number of large-scale logistics parks,internet penetration rate and total energy consumption of logistics industry.Second,from static perspective,the low-carbon logistics development level of"The Belt and Road"is relatively low,and the development efficiency of most countries is far from the best level.The efficiency of low-carbon logistics from high to low is the central region,northern region and southern region.The scale efficiency of three regions is higher than the technical efficiency and pure technical efficiency.This shows that the scale efficiency has been greatly stimulated in the development of low-carbon logistics of"The Belt and Road",while pure technical efficiency hinder the improvement of the efficiency of low-carbon logistics.Third,from dynamic perspectives,the efficiency of low-carbon of"The Belt and Road"shows a rising trend.The growth of technical efficiency mainly benefits from technological progress,while pure technical efficiency and scale efficiency hinder the development.Fourth,from the perspectives of influencing factors.1.For countries in northern region,compared with other influencing factors,the construction of logistics information network has a stronger impact on the efficiency of national low-carbon logistics.2.For countries in the central region,the impact of logistics energy consumption on the efficiency of national low-carbon logistics is stronger.3.For the countries in the southern region,the construction of logistics transportation facilities network has a stronger impact on the efficiency of national low-carbon logistics.Finally,the paper proposes suggestions on how to improve the efficiency of low-carbon logistics for countries along"The Belt and Road".
