With the development of industrial civilization,global climate problems and ecological problems are becoming increasingly serious.The development of low-carbon economy has become the main way to achieve effective coordination between the sustainable economic development and environmental protection of all countries.All regions and industries are facing the major task and challenge of developing low-carbon economy.Logistics industry,as an important industry in China’s national economic development,has the characteristics of high energy consumption and high emission.Therefore,in the context of low-carbon economy,the development of low-carbon logistics industry is a major challenge and an inevitable development trend.The development strategy of the Silk Road Economic Belt will help to realize the development pattern of interconnection between China and Asia-Europe countries,provide historical opportunities for the revival of regional economy in the provinces of the economic belt,and put forward higher requirements for the development of regional logistics.The provinces of the Silk Road Economic Belt must change the traditional modes of logistics,promote the development of low-carbon logistics,and effectively solve the contradiction between regional economic growth and climate andresources.In this paper,the Principal Component Analysis(PCA)and Data Envelopment Analysis(DEA)method are used for the evaluation and comparative analysis of regional low-carbon logistics development level of China region along the economic belt,by selecting 45 samples of the logistics data from different provinces along Silk Road Economic Belt within the year 2012 to 2016.First of all,on the basis of the analysis of relevant literature review,the basic theories and concepts are reviewed and defined.Then the evaluation index system is constructed from three aspects,the regional logistics input index,expected output index and unexpected output index.Based on the regional logistics development data of The Silk Road Economic Belt within the year 2012 to 2016,the paper uses the PCA method to reduce the dimensions of regional logistics input index,unexpected output index and expected output index,and uses the DEA method to measure the performance of regional low-carbon logistics in each province.Finally,according to the PCA-DEA analysis results,the performance of low-carbon logistics in each province of the economic belt is compared,and the performance changes in recent years are analyzed.The results show that the overall performance of low-carbon logistics in the economic belt is at the middle level and shows great differences in each province.The scale efficiency of most provinces leads to its overall low-carbon logistics performance is not high.And the low-carbon logistics scale efficiency overall shows downward trend.Finally,in order to provide references about promoting the development of regional low carbon logistics along the Silk Road Economic Belt,this paper puts forward suggestions and measures to improve the performance of low-carbon logistics,such as strengthening the provincial logistics cooperation and coordinated development,formulate relevant policies and laws and regulations. |
