An Optimized Research On The Policy Of The Increase And Decrease Of Urban-rural Construction Land—Based On The Protection And Restoration Of The Ecological Perspective

A good ecological environment is the basis of sustainable development of humans.Since the the 1980 s,China has strengthened ecological protection in an all-round way.The deterioration trend of all kinds of natural ecosystems has been basically curbed,ecological restoration has achieved remarkable results.However,in some areas,especially some key ecological functional areas and ecological vulnerable areas,affected by high-intensity land development and construction activities,large-scale development and utilization of natural resources,the construction land is still expanding,and the contradiction between human and land is prominent.The environmental pressure is heavy,and the ecological governance in China has entered the deep water area and the critical period.The 19 th National Congress of the Communist Party of China has raised the construction of ecological civilization to an unprecedented historical height and strategic position.It is clear that we must accelerate the reform of the ecological civilization system,promote the harmonious coexistence of man and nature,and build a beautiful China.In order to further promote the construction of ecological civilization,Improve the quality and efficiency of natural resources utilization,China has determined the reform direction of "unified exercise of all land and space use control and ecological protection and restoration responsibilities".The land and space use control and ecological protection and restoration work will become the key to promote the "beautiful land" development,as an important means for the construction of "beautiful China" and the implementation of the national spatial development strategyHowever,at present,the coordination of land use and ecological protection and restoration in China is still in its infancy.At the beginning of its birth,the policy of linking the increase and decrease of urban and rural construction land is is a single land policy to alleviate the contradiction between supply and demand of urban construction land,optimize the layout of rural construction and keep the red line of cultivated land.Its core is the index of construction land generated by the circulation and transaction of rural demolition and reclamation.With the deepening of China’s targeted poverty alleviation and rural revitalization,the increase and decrease of urban and rural construction land as a super conventional policy,its application scope has been further expanded,and its connotation has also been further enriched,which injects new vitality into the development of deep poverty areas,and provides solid support for the realization of poverty alleviation in poverty-stricken areas and the promotion of urban and rural development.In view of the successful experience of the linked policy of the increase and decrease of urban and rural construction land in the field of poverty alleviation,this article believes that the application of the increase and decrease of urban and rural construction land linked policy in ecological protection and restoration has a promising future.However,the policy of ecological restoration in land and the linked policy of the increase and decrease of urban and rural construction land are co-existent,and it has not yet been opened up at the policy level.Therefore,it is necessary to further research and explore the innovative policy of the increase and decrease of urban and rural construction land from the perspective of ecological construction.This paper first introduces the background of the research and the current status of domestic and foreign policy applications,and explains the relevant core concepts and theoretical foundations;secondly,the policy of linking urban and rural construction land increase and decrease and the application of ecological restoration are comprehensively analyzed,the evolution process of relevant systems is elaborated,and the policy benefits and the existing problems are clarified;Then,taking Yulin city of Shaanxi Province as an example,this paper analyzes the current situation of the application of the policy in the city,focuses on the existing problems,and makes a preliminary discussion on the application prospect of the "two in one" policy,and obtains the case enlightenment.Through the above research,the effective mechanism of organic integration of the increase and decrease linked policy and ecological restoration is put forward,the possible problems in the application of the policy are further analyzed,and the optimization suggestions are put forward.
