Problems And Countermeasures Of Rural Environment Protection

The pollution of rural environment in China is getting more and more severe. The traditional agriculture production methods and out-of-date rural life style have led to continuing widespread area pollution caused by pesticide, chemical fertilizer, mulch film, human and animal excrement, house refuse and heating coal stoves; The flocking and duplicating small rural enterprises have brought about severe regional environment pollution; The polluting sources that migrating constantly from cities and industries to rural area were outside causes of deteriorating of rural environment quality. The policy differences in the field of environmental protection between urban and rural areas have shown unfairness between cities and countryside.For resolving the problem of rural environment pollution, based on present condition of rural environment protection in Laizhou, this thesis analyzes the inadaptation between current rural environment condition and rural environmental protection system on the aspects of legal system's construction, government administrative functions' assignment, grass-roots executive organizations' setting and social resources' distribution, and systematically summarizes the institutional causes of rural environmental problem.With reference to the actual condition of rural environment protection in Laizhou, this thesis goes further into bringing forward measures of improving rural environmental protection: Giving full play to the government's leading function, getting leaders of all levels take seriously, relying on town and village administration, guiding all walks of life to participate sufficiently, take the construction of the rural ecological civilization of "being harmonious with the nature" as an important component of strategies on building new socialist countryside; Take environmental property rights clarifying and ecological compensation mechanism building as target, improve charging system for pollutant discharge, attempt to build green fiscal and taxation system, improve public participation system in decisions-making concerning rural environment, to realize fairness of environmental rights between urban and rural area; Integrate traditional rural environment protection technologies and experiences in building ecological agriculture and recycling economy, promote institutional and technological innovation relating to rural area and agriculture, build up a source pollution-control model according to countryside characteristics in rural environment administration, to form an environment-friendly mode of agriculture production and rural life; Build rural environmental protection legal system which is suitable to countryside characteristics, set up special rural environment protection organization, clarify the government responsibilities in rural environment protection and bring the responsibilities into administrative performance evaluation, to provide legal protection for farmers developing ecological agriculture and recycling economy; On basis of current ecological agricultural products market, reinforce government certification and supervision, build ecological agriculture products exchange channels based on honesty through creation, guide farmers to ecological agriculture by market, to resolve rural environment protection and agricultural product security problems thoroughly.
