The speed of transportation in the current era restricts the development process of cities.Traditional public transportation has a low carrying capacity and poor timeliness,making it difficult to meet development needs.At the same time,the limited ground space resources have been overwhelmed by over-development,and traditional public transportation has low carrying capacity and poor timeliness,which is difficult.Meet the needs of rapid economic development.In this context,people have turned their attention to the use of underground space.With its advantages of high efficiency and accurate time,subway transportation has gradually become the main public transport in large cities around the country.In recent years,the rapid development of subway construction in Harbin has entered the "transfer era" from the original single line,and the future of the city’s public transport will be borne by the subway.At the same time as the passenger flow increases,various public security and safety issues also appear,the amount of alarms increases,and the pressure of control gradually increases.The illegal and criminal forms for the special environment of the subway are gradually increasing,and with the continuous increase of the opening period,it will be unavoidable that subway public safety emergencies caused by equipment aging and mechanical failures will occur.The subway involves multiple functional departments such as transportation,power,fire protection,and public security.In the event of a major incident,the division of labor is unclear,and the power and responsibility are unclear,which affects the efficiency of the implementation of treatment and recovery of losses.In particular,after the construction of the subway line is completed in the future,after the formation of a transportation network,the rapid increase in passenger flow will cause more potential hidden dangers.From the perspective of the theoretical basis of collaborative governance,emergency management,and crisis management,this paper makes full use of the method of data analysis,the method of case comparison,and the way of researching the literature to analyze the factors that affect the public safety of Harbin subway transportation.There are problems in the research of mechanism design and other aspects.At the same time,referring to the experience of subway safety management at home and abroad,it is proposed that to improve the management of subway transportation public safety in Harbin,a trinity of government,enterprise,and the public should be established.The city ’s subway public security management model includes the establishment of a government-led emergency response linkage mechanism,a public security-controlled crisis management early-warning mechanism,a public security internal police-type joint logistics linkage mechanism,an enterprise-led co-construction and co-governance mechanism,and participation by the entire people.The information feedback mechanism and other aspects were specifically explained,and supporting measures such as optimizing and upgrading the existing hardware conditions,improving the professional quality of subway staff,establishing a mechanism for absorbing professional advice,and publicizing the public safety knowledge of the subway were put forward in order to make the public safety management more efficient.Functions,and the role of solving existing problems and potential problems in Harbin subway,subway ensure public safety,the subway better play for the city’s economic development push of wave power.
