Coupling Analysis Of Water-energy-carbon Emission In Hebei Province Based On Input-output Model

Water and energy are the material basis to realize the sustainable development of economy and society,and the carbon emission generated by their consumption in production activities is an important factor causing the current environmental pressure.With the increasing demand for water resources and energy,how to ensure the supply of resources while controlling carbon emissions is the focus of the current work.Hebei Province,as a heavy industry led province with large resource consumption and greenhouse gas emissions,has arduous tasks in energy conservation,emission reduction,carbon reduction and ecological environment governance.It is necessary to integrate water resources,energy and carbon emissions,and analyze the relationship between water resources,energy and carbon emissions from a coupling Perspective.Based on the background of water resources pressure,energy pressure and carbon emission reduction pressure,this paper uses the environmental input-output model to calculate the water,energy and carbon emission data of 24 departments in Hebei Province.Firstly,the direct water energy carbon emissions and complete water energy carbon emissions of various departments in Hebei Province are accounted,and the index and multiplier are introduced to analyze and identify the departments that play an indirect role in driving water energy carbon emissions.Then,through the analysis of the characteristics of water resources,energy consumption and carbon emissions caused by the final demand,it is found that the outflow of domestic and foreign provinces is the main flow direction of resource consumption and carbon emissions caused by the final demand in Hebei Province.Then,the flow relationship between the "water energy carbon emission" factor and the production sectors and the final demand is analyzed.The transfer of water resources consumption,energy consumption and carbon emission among different sectors are studied to help identify the sectors with the potential of water saving,energy saving and carbon emission reduction.Finally,from the perspective of direct water energy carbon emission and complete water energy carbon emission,the key sectors of "high water consumption,high energy consumption and high carbon emission" in Hebei Province,such as service industry,construction industry,metal smelting and calendering products,mining industry and the production and supply of electricity and heat,are obtained Sustainable utilization and overall management provide the basis and make policy recommendations.
