China has changed from building a well-off society in an all-round way to a new stage of socialist modernization.Both the internal demand of high-quality development of national economy and the growing demand of people’s better life have put forward higher requirements for the safety of power supply and power.The important premise of safe power supply and power consumption is to improve the power distribution network project.Due to the lack of scientific supervision,there are some hidden dangers in the distribution network project at present.It is imperative to establish a feasible safety risk assessment system for distribution network engineering construction.Based on this paper,It focuses on the 10 k V urban distribution network project construction safety risk management.Firstly,according to the construction characteristics of distribution network,the potential risks in the project are identified from four aspects: personnel,machine materials,environment and organization management factors.The scientificity of selecting indexes is demonstrated,and a set of safety risk assessment index system for10 k V distribution network project construction in city is provided for power enterprises.Secondly,the AHP-SPA comprehensive safety evaluation model of distribution network engineering is optimized.The paper uses AHP-SPA to get the weight of index system,and establishes a system risk evaluation model of 5-yuan contact number according to set pair analysis.Finally,the effectiveness of AHP-SPA comprehensive safety evaluation model is verified by combining with the construction of F distribution network project.The results show that the safety evaluation results of the project are "class IV Safety" and reasonable suggestions for safety risk control measures are provided for F distribution network project construction.A set of scientific,reliable and operational safety evaluation methods for distribution network engineering construction is provided.
