Study On The Integration And Optimization Of Natural Protected Areas

Since the first nature reserve establishment in China,the Dinghushan Nature Reserve in 1956,after more than 60 years,more than 11,800 protected areas with rich types and various functions have been established,accounting for 18%of the land area of China,which plays an important role in protecting biodiversity,preserving natural heritage,improving ecological environment and maintaining ecological security.Many of protected areas in China,which were originally constructed and managed by Forestry,Agriculture,Construction,Environmental Protection,Water Conservancy,Department of Land and Resources,State Oceanic Administration,Chinese Academy of Sciences and other departments,resulting in overlapping of protected areas,multiple management,unclear boundaries,unclear rights and responsibilities,as well as contradictions between protection and development.In June 2019,The Guiding Opinions On The Establishment Of A Natural Reserve System With National Parks As The Main Body was promulgated by the State Department of China,which requires clearly that:by 2025,the national park should be established as the main body of the system,for which is necessary to improve the national park system,complete the integration and optimization of protected areas,and establish a nature reserve system with national parks as the main body,protected areas as the basis and various natural parks as the supplement.Due to the problems left over by the history of China’s protected areas,the construction and management standards of protected areas are very different.So far,no relevant technical specifications for the integration and optimization of protected areas have been issued,which makes the integration and optimization of protected areas launched in June 2020 very difficult.Therefore,it is very urgent and important to carry out theoretical and practical research on the integration and optimization of protected areas and guide the integration and optimization of protected areas scientifically.This paper analyzes the development status and main problems of protected areas in China.Based on the national policies and laws,combined with the current practice of the integration and optimization of protected areas,the author puts forward the technical path of the integration and optimization of protected areas,and constructs the comprehensive value evaluation system of protected areas.The author selects Fuliang County,Jiangxi Province,who has the most representative nature reserve construction,applies the research theory to practice analysis,and puts forward the integration and optimization scheme of Fuliang County Nature Reserve.The author hopes that this paper can provide theoretical support and practical reference for the integration and optimization of protected areas in China,which has positive practical significance for the future.
