The Impact Of Green Development Performance On The Construction Level Of The Beautiful China

The report of the 19th National Congress of the Communist Party of China clearly stated that it is necessary to promote green development and accelerate the reform of the ecological civilization system in order to build the Beautiful China.The Fifth Plenary Session of the 19 th CPC Central Committee also pointed out that green production and lifestyle should be widely formed to basically achieve the goal of building the Beautiful China.It can be seen that green development is an important approach and means for the construction of the Beautiful China.Exploring the impact of green development performance on the level of construction of the Beautiful China under different conditions is an important practical issue that needs to be solved urgently.As the core driving force of economic and social development,technological progress plays an important role between the two.Moreover,different paths of technological progress will have different effects on economic and social development.Therefore,exploring the impact of green development performance on the construction level of the Beautiful China based on different technological progress paths has important practical significance for forming a green development method to promote technological progress and build the Beautiful China.This paper constructs a theoretical analysis framework of "green development performance-technological progress-construction level of the Beautiful China ".Using panel data of 30 provinces in China from 2004 to 2017 as samples and the dynamic panel model system GMM method together with the intermediary effect model,this paper explores the impact of green development performance on the construction level of the Beautiful China under different paths of technological progress.The research results show that:(1)Technological innovation plays a positive partial mediating effect in the process of green development performance affecting the construction level of the Beautiful China.It shows that technological innovation is an important starting point for achieving the goal of the Beautiful China.It is necessary to strengthen the positive role of technological innovation and increase the innovative research and development of green technologies.(2)Technology introduction plays a negative part of the mediating effect in the process of green development performance affecting the level of construction of the Beautiful China.It shows that the construction of the Beautiful China requires selective introduction of technology,which means that we should increase the technological content of foreign capital and the introduction of technology to high-tech enterprises as well as green environmental protection enterprises.(3)Under the crossover effect of technological innovation and technology introduction,the negative effect of technology introduction will be offset by the positive effect of technological innovation to a certain extent,and finally a positive crossover effect will be shown.It shows that it is necessary to pay attention to the coordination and cooperation between technological innovation and technology introduction.The government should appropriately increase support for technological innovation especially green technological innovation and give full play to the role of independent innovation in promoting economic and social development.Besides,it should moderately reduce the introduction of foreign technology,especially the introduction of environmental pollution technology.There are three main innovations in this article:(1)Constructing a theoretical analysis framework of "green development performance-technological progressconstruction level of the Beautiful China".(2)Put forward the mechanism and related hypotheses of the impact of green development performance on the construction level of the Beautiful China under different technological progress paths.(3)Investigated the cross-effects of technological innovation and technology introduction in the process of influencing the construction level of the Beautiful China.
