Study On The Role Of Government In Pollution Control Of Pig Breeding

The pig breeding industry is an important part of modern agricultural construction.The development of pig breeding industry is of positive significance to ensure the safety of People’s Daily pork sources and help farmers increase their income.H County,as an agriculture-oriented county,pig breeding has always been the main source of livelihood for the local agricultural and rural people,and has played an important role in pork supply for the local and even the whole Guangdong Province.However,with the development of society and the improvement of people’s living standards,problems such as improper pig breeding planning and imperfect breeding pollution prevention and control facilities have become increasingly prominent.Traditional livestock and poultry breeding industry has been unable to meet the needs of the development of modern livestock and poultry breeding.These problems are caused by poor environmental awareness of farmers,poor performance of environmental protection responsibilities,and the government’s failure to play a good role in pollution control of pig breeding.In the journey of social and economic development,the government,as an administrative organ,manages the national and social affairs,which is bound to shoulder various corresponding responsibilities,including political function,economic function,cultural function and social public service function.According to their different functions,the government plays different roles in promoting the handling of public affairs and promoting social progress and development.The role of government embodies the function of the government as the main body of social public power by personalizing the government.As the main body of state power organs,the government has the obligation and responsibility to manage the public affairs of the society and the country,fulfill its own responsibilities and play its own functional role.This paper,taking the pig breeding pollution control as the research object,from the perspective of the role of government,using the theory of governance and the role of government,the government failure theory,combined with analysis of literature research,investigation,analysis,and concluded in pig breeding pollution control,H county government regulation role,regulatory role,absence of coordinating role and guiding role.Combined with the daily investigation,it is found that the main reasons for these problems are the lack of policies and regulations on regulating pig breeding pollution,the ineffective supervision of government departments and the insufficient cooperation of government functional departments.Through analysis and research,to control H county pig-breeding pollution effectively,the government must fulfill their own duties,play regulators,supervisor,coordinator,guide role,farmers,third party governance mechanism,the government should clear their own need to bear the responsibility,work together,so as to effectively promote the pig-breeding pollution control work,To create a good living environment for the people.
