Since the reform and opening up in 1978,China’s three industries have undergone major changes and developments,of which industrial development is the most prominent.At present,China’s energy consumption ranks second in the world.The SO2,NOX,PM2.5 and other pollutants produced by fossil energy consumption have caused serious industrial haze pollution.The control of industrial haze has become an important part of the green development of the economy in the new era.Subject.This article takes the development of a green industrial economy as the main goal and analyzes the relationship between economic development and industrial development.It points out that the prevention and treatment of industrial haze is the focus of the development of a green industrial economy,which leads to a better balance between economic development and industrial haze pollution.The necessity of constructing an effective calculation model of industrial haze emission efficiency.This article analyzes China’s current air pollution,haze formation factors,and its adverse effects.Based on the current theoretical calculations of haze emission efficiency,it analyzes the impact of natural factors from the perspective of the correlation between natural factors and air quality conditions.The necessity of measuring the efficiency of industrial haze emission,introducing natural conditions research factors as input analysis indicators to correct the input and output indicators in the calculation of industrial haze emission efficiency,and constructing a DEA model that integrates production and governance to measure industry Emission efficiency of haze.Then this paper selects the relevant data from 2009 to 2017 as the relevant indicators of the model for empirical analysis,focusing on the study of the industrial haze emission efficiency in different time periods in various regions of my country,and based on the current industrial haze measurement efficiency in various regions of China,the efficiency of China’s industrial haze Provide relevant reference opinions on the prevention and treatment of industrial haze.This article first explores the composition of haze based on the knowledge of environmental sciences,and divides the factors that affect haze emission into economic growth factors,industrialization level factors,and demographic factors,and focuses on the impact of industrialization level on the formation of haze.The adverse effects on the environment,climate,and people’s health have further confirmed that haze governance is of great significance to the people,the environment,and the world.Then this article introduces the DEA-based efficiency measurement model,and points out the advantages of DEA as an efficiency measurement model.Through the analysis of the existing industrial haze emission efficiency measurement methods,it points out the current deficiencies in the DEA-based industrial haze emission efficiency measurement,such as the lack of pertinence of research factors and the two-stage DEA method with "pollution first,governance" as the core background It does not conform to the guiding ideology of my country’s ecological civilization construction in the new era.In this way,a calculation model of industrial haze emission efficiency based on the targeted research factors of "unification of industrial production and pollution control" is proposed.This paper selects relevant indicators such as economic production,environmental governance,and natural input as input indicators,and divides output indicators into expected output indicators and undesired output indicators to construct an industrial haze emission efficiency of "unification of industrial production and pollution control" Calculation model.Based on the indicator data of each region in China in 2009,2013,and 2017,the haze emission efficiency of each region in my country is evaluated to reflect the relationship between the value created by industrial enterprises or departments in the production process and pollution emissions in each region.The analysis found that in 2009,2013,and 2017,the industrial haze emission efficiency of various regions in my country was quite different.The industrial haze emission efficiency of coastal areas and plateau provinces was comprehensively higher,while the industrial haze emission efficiency of underdeveloped or heavily polluted areas was relatively high.The overall emission efficiency is relatively low,and with the simultaneous progress of economic development and environmental governance,the industrial haze emission efficiency of various regions in my country is gradually converging.Finally,according to the results of this paper,specific suggestions are provided for the calculation of industrial haze efficiency,the formulation of strategies to balance economic development and industrial haze pollution,and the rational allocation of investment in haze control projects in various regions.
