In recent years,the rapid development of my country’s social economy,especially the rapid development of industrial civilization,has brought vitality to the local economy,but it has also caused increasingly serious ecological and environmental problems.In accordance with the concept of "ecology first and green development",building Inner Mongolia into an important ecological security barrier in northern my country is a strategic positioning established based on the overall development of the country,and it is also a major responsibility that Inner Mongolia must consciously shoulder.At present,the most important task of local governments at all levels in our country is to promote rapid economic and social development and improve people’s livelihood.On the other hand,when promoting economic development,they must also pay attention to environmental protection,prevent damage to the environment,and achieve sustainable development.In the process of controlling environmental pollution,governments at all levels in our country play an absolute leading role.At present,local governments in my country determine their own scope of environmental pollution prevention and control according to their jurisdiction.This single governance model requires local governments to control environmental pollution within the scope of their jurisdiction.When it comes to a wide range of environmental pollution problems in all areas,each local government often takes care of itself due to limitations of authority and power,and has no time to take care of other areas.All in all,the current governance model is only partial governance and cannot achieve the effectiveness of governance.The fixedness of administrative divisions and inherent management mode thinking have a serious impact on the effectiveness of collaborative governance.Therefore,in this process,the problem of government failure has occurred from time to time,and this problem has already appeared in the environmental governance and ecological protection of Sunite Right Banner.The diffusibility and global scope of industrial environmental pollutants in Sunite Right Banner obviously add great difficulties to environmental governance.The previous environmental governance methods are obviously not suitable for the complexity and difficulty of such environmental pollution.Therefore,it is necessary to break through the traditional governance ideas,strengthen government-enterprise cooperation,and continuously encourage social organizations and public participation that care about the ecological environment to form a multi-agent collaborative governance system.Based on the current situation of environmental governance in Sunite Right Banner,Inner Mongolia,this thesis deeply analyzes the lack of subject and object of coordinated governance in the coordinated governance of industrial pollution in Sunite Right Banner,the system is still imperfect,and the lack of participation of enterprises and the public.The cooperative governance plan analyzes the causes from the perspectives of the government,enterprises,the public,and third-party organizations.In response to these problems,it proposes the establishment of the ecological value concept of collaborative governance,the establishment of a multi-subject ecological collaborative governance mechanism and other corresponding solutions and The optimization proposal provides a paradigm and new ideas for the local government’s ecological environment management.
