Research On Collaborative Governance Of Environmental Pollution In Wooden Furniture Production Industrial Park

Eco-environmental resources are the most significant public resources,but the industrial production that boosts local economic development often causes ecological and environmental pollution.As an important part of the local industrial development,the furniture industry,along with the development of industrial cluster,has also become the focus of attention on the complex environmental pollution problems it brings.At present,the environmental pollution governance of China is mainly provided by the government alone,and the current single-supply governance model of the government is inconsistent with the requirements of the modernization of the national governance system and governance capacity in the new era.Starting from the realistic background,it is of great significance to research the environmental pollution governance problem of wooden furniture production industrial park and explore how to give full play to the advantages of multiple subjects to carry out collaborative governance in the pollution control problem.Through combing the collaborative governance theory and reviewing the existing collaborative governance models,this paper constructs a collaborative governance analysis framework from the perspectives of subject,element and process,which includes collaborative motivation,collaborative subject and collaborative process.Taking the furniture industrial park in N District of Ganzhou City as an example,the paper identifies the multiple subjects and sorts out the governance dilemma of environmental pollution governance in the furniture industrial park.Based on the constructed analytical framework,this paper analyzes the relevant dilemmas: the disharmony of the synergy motivation caused by unclear understanding of the role of the subject and insufficient overall environmental awareness,the absence of synergy subject caused by insufficient motivation for subject participation and professional governance effect,and the imbalance of synergy process caused by unsound management system,imperfect institutional environments,and weak compensation and supervision mechanisms.On the basis of the existing situation,the paper puts forward the optimization path of the collaborative governance of environmental pollution in wooden furniture production industrial park:(1)Achieve conceptual coordination: Activate the multisubject governance motivation through changing the traditional administrative concept of the government,guiding enterprises to assume responsibility and enhancing public awareness of environmental protection.(2)Promote the collaboration of subjects:Expand the participation of multi-subject in governance by adhering to the leading role of the government,activating the participation of enterprise and cultivating social governance forces.(3)Construct the collaboration of mechanism: Smooth governance collaborative participation process by optimizing the information sharing mechanism,improving the interest coordination mechanism,and strengthening the law enforcement accountability mechanism.
