A Case Study Of River Pollution Control In Jinniu District Of Chengdu

With the rapid development of society and economy,the situation of water ecological environment in China is quite austerity,showing serious water pollution,the lack of water resources and many other problems,which has done great harm to people’s health and affects the pace of ecological civilization construction.It is be of great urgency to prevent and control water pollution.China attaches great importance to the control of water pollution.The State Council issued the Action Plan for Water Pollution Control in 2015 to increase efforts to control water pollution.And the Water Pollution Control Law of the People’s Republic of China was revised in 2017 to refine the responsibility of water environment quality of regional governments.As the problem of water pollution gets more attention,some regional governments are making active exploration on water pollution control according to their own reality,but there are still many problems to be solved,such as the unclear rights and responsibilities,the uncoordinated cooperation and the low public participation degree.Therefore,in order to meet the needs of people for beautiful ecological environment and promote the construction of ecological civilization,it is necessary to study further on perfecting the organization system,promoting diversified management and constructing coordination and linkage mechanism in controlling water pollution.Jinniu District of Chengdu City has made a positive attempt and exploration in river pollution control practice in recent years,and has been rewarded by the State Council for doing well in river pollution control.This study takes the river pollution control of Jinniu District as an example to study.The main study content includes:history and current situation of water pollution control in China,main practice of river pollution control of Jinniu District,and the deep analysis of the example based on holistic governance theory using five dimensions of analysis.Finally,this study provides some beneficial revelation,that the organization system of vertical and horizontal integration,multiple governance structure and scientific coordination linkage mechanism laid a solid foundation for controlling river pollution.The typicality and representativeness of the river pollution control of Jinniu District which is studied in this paper enable the study to enrich relevant theoretical research,and provide a useful reference for river pollution control work in other areas with similar situation.
