| With the rapid development of China’s economy,the development of agriculture,rural areas and farmers in China has entered a golden stage.The life of rural residents has been comprehensively improved,but the rural environment has gradually deteriorated.The main factor is the explosive growth of the amount of rural garbage.Obviously,the prevention and control of rural garbage pollution and related research are imminent.As an effective way of social governance,the law is an effective way,It can play a positive role in the governance of rural garbage.In the report of the 19 th National Congress of the Communist Party of China,it was emphasized that we should vigorously promote the construction of contemporary ecological civilization,realize the national green development,strengthen the protection of the ecosystem,and establish a comprehensive environmental governance model,with the government as the leading role and enterprises as the main body,so as to realize the participation of all sectors of society,so as to build a beautiful China.The prevention and control of rural garbage pollution is an important problem to be solved in terms of national strategy and rural environment.Firstly,this paper interprets the overview of rural waste pollution prevention,analyzes the dispersity of rural waste in the rural environment,the renewable nature of rural waste and the potential of rural waste,and further points out the necessity of rural waste pollution prevention and relevant legal norms.Next,the paper makes a deep discussion on the inspection of rural waste pollution prevention and control in China.Starting from the reality of rural waste pollution prevention and control,it further analyzes the legal theory and legal implementation problems of rural waste pollution prevention and control,and analyzes and discusses from the multi-dimensional aspects of legislation,law enforcement and legal supervision.Thirdly,through the analysis of foreign countermeasures and methods of rural waste pollution prevention and control,the governance model of Germany,Japan and other developed countries is used for reference,and the Enlightenment of using science and technology to improve the recycling rate of waste and further refining laws and regulations to promote public participation is obtained.Finally,in view of the specific legal problems existing in the prevention and control of rural garbage pollution,this paper puts forward some legal suggestions from the aspects of improving the law of rural garbage pollution prevention and control,improving the law enforcement ability of rural garbage pollution prevention and control,promoting the public participation in the prevention and control of rural garbage pollution,and strengthening the legal supervision of rural garbage pollution prevention and control,so as to promote the progress of rural garbage pollution prevention and control. |
