Research On The Current Situation Of Disposal System For Residential Garbage In Beijing

The problem on the disposal of Beijing residential garbage has existed for a long time. In recent years, the Beijing municipal government has tried to improve and perfect the system for garbage disposal, continually increase investment in the facilities of garbage terminal disposal, and change the status of "junk Besieged City" in Beijing. At the present, the living environment has been destroyed by residential solid waste, affecting citizens’health and life quality. But if getting proper treatment, residential garbage can be transformed into available resources. However, this issue can not be fundamentally solved by the garbage disposal model that the garbage terminal treatment is superior to the front-end treatment.The current situation of Beijing garbage disposal is summarized in this paper by the sampling research on the pilot communities about garbage classification and solid waste disposal facilities. And the terminology system, the institutional framework system, and the mechanism for public participation in Beijing garbage treatment system are specially studied by the methods such as desktop research and literature research. The existing deficiencies of the Beijing garbage system, especially about the front-end disposal like garbage classification and the terminal disposal facilities planning, are analyzed in this paper. The policy recommendations to improve the current situation that the investment to the terminal disposal is more than that to the front-end treatment, promote the realization of the target namely "reduction, resource, harmlessness", and fundamentally solve the garbage problem are also made.
