The Poverty Alleviation Performance Of Inner Mongolia Ecological Compensation Mechanism Based On The Multidimensional Framework Of Regional Differences

As a mechanism of interest redistribution and adjustment,ecological compensation provides new ideas for solving the problem of deteriorating ecological environment in China and realizing the dual goals of ecological environmental protection and poverty reduction and income increase.Since the end of the 20^th century,lots of ecological construction projects have been vigorously implemented in Inner Mongolia to acquire remarkable achievement.At the same time,there are also many problems.Based on the four-dimensional framework,including social,ecological,economic,and cultural aspects,this research constructs an evaluation index system for the poverty alleviation performance of the ecological compensation mechanism,in which the global principal component analysis method is applied to construct the performance evaluation model of the ecological compensation mechanism as so to systematically evaluate the poverty alleviation performance of the ecological compensation mechanism in 12 league cities in Inner Mongolia from 2011 to 2019,as well as in-depth analysis from the perspective of time series and regional differences.Based on the comprehensive scores and dimensional scores of the poverty alleviation performance of the ecological compensation mechanism of each city in 2019,the impact of different dimensions on the comprehensive scores is analyzed,and the system of hierarchical cluster analysis method is employed to divide the ranks according to the performance scores of the league cities to further explore the regional differences between the league cities.The results indicate that there are obvious differences in the comprehensive performance scores between the league cities,including the differences in the scores on the static cross-section interface from the time series perspective and the fluctuation differences in the dynamic ranking of the regional perspective.From 2011 to 2019,the comprehensive scores of the poverty alleviation performance of the ecological compensation mechanism of ten league cities other than Hulunbuir and Ordos showed a gradual upward trend.According to the ranking of comprehensive performance scores,the rankings of Xing’an League,Wuhai City,and Alxa League have always been in the bottom three.The ranking changes of other league cities over the years only fluctuate in a small range,and the overall situation of the league cities is stable.The scores under the four dimensions have obvious differences in the contribution of the comprehensive scores of each league city.The scores under the four dimensions of Baotou,Hulunbuir,Chifeng and Ordos are all positive,and the Alxa League and Xing’an League are are negative,and the scores of the remaining league cities in the four dimensions are positive or negative.In addition,the league cities with the highest scores under a single dimension are also different.the poverty alleviation performance of each league city in 2019 is divided into 4 levels from high to low.The 12 alliance cities in Inner Mongolia show significant regional differences from a spatial perspective,but the overall contrast between the east and the west is relatively small,indicating that the development of the east and the west is relatively balanced.Based on the above research conclusions,combined with the existing problems in the work,it is recommended to focus on the low-performing league cities,and give full play to the policy-oriented role,improve the regional management of the ecological compensation mechanism based on the‘three lines and one order’,consolidate the result of poverty alleviation to prevent large-scale return to poverty,establish and improve the performance evaluation mechanism of ecological compensation for poverty reduction,etc.,in order to stimulate the poverty reduction effect of ecological compensation to the greatest extent,and provide a theoretical reference for the formulation of poverty alleviation policies of the follow-up ecological compensation mechanism and the development of related work.
