Construction industry is not only the pillar industry of China, but also the key industry of low-carbon transformation. As the main body of the construction process, construction enterprises face severe challenges in the process of transformation. On the one hand,in order to promote enterprises to carry out energy conservation and emission reduction,cap-andtrade policy implemented by the government will affect the decision-making of enterprises. On the other hand, fairness concern behavior also makes construction supply chain decisionmaking more complex. At the same time, the different degree of competition and cooperation between construction supply chain enterprises will make enterprises make completely different decisions, and bring different emission reduction and benefit effects. In this paper, aiming at a two-level construction supply chain composed of a general contractor and a subcontractor, combined with the actual situation of the construction industry and the characteristics of emission reduction policy, using game theory and supply chain management theory, reverse induction method, numerical simulation method and sensitivity analysis,we systematically study the emission reduction and income distribution strategies of the construction supply chain considering fairness concerns under cap-and-trade.The paper bases on the three situations of not considering fairness concern, only considering the subcontractor’s fairness concern and both parties’ fairness concern, and constructs the complete cooperation model, the co-opetition model and the complete competition model respectively, and studies the emission reduction and income distribution strategies of the construction supply chain under different competition models. At the same time, numerical simulation is carried out to analyze the influence of cap-and-trade and fairness concern on the optimal decision of construction supply chain, and to compare the optimal decision and maximum profit of construction supply chain under different competition models. The research shows that, compared with the complete competition model, the coopetition model is more beneficial to the emission reduction and revenue of the construction supply chain. In the complete competition mode, the vertical Nash game mode is the most unfavorable to emission reduction, and it will also seriously damage the interests of enterprises.Subcontractors’ fairness concerns often hurt the profit of the construction supply chain. In the face of strong subcontractor, the general contractor’s fairness concerns can promote the profit growth of the construction supply chain to a certain extent. The results of this study can not only enrich and improve the research content of construction supply chain management, but also provide theoretical reference for the government to formulate emission reduction policies, and provide management suggestions for the low-carbon transformation and development of the construction industry.
