In a low-carbon,green and sustainable economic environment,the impact of carbon emission policies on the supply chain has become an important part of supply chain research.Currently,common carbon emission policies mainly include: carbon tax,carbon quota and carbon cap-and-trade policies.The implementation of carbon emission policies has helped to improve global climate issues and improve people’s ecological living standards,but also brought challenges to enterprises’ supply chain operation and management.With the enhancement of consumers’ awareness of environmental protection,the carbon emission of products and the environmental protection level of brands have become important factors for consumers to consider in the purchase process.Therefore,it is necessary to incorporate carbon emission policies into the whole supply chain and consider the upstream and downstream issues of the supply chain in a collaborative way.In addition,equity concern has become a hot issue in supply chain management.A large number of empirical studies show that equity concern behavior affects the decision-making and coordination of supply chain.At the same time,the decision making of decision-makers in the supply chain is affected by behavioral preferences.In order to maintain the healthy development of the supply chain,the equity factor is particularly important.In particular,when the status of both parties in the supply chain is unequal,the relatively weak party pays more attention to "equity".Based on the two most common policies--carbon tax policy and carbon cap-andtrade policy,this paper constructs a two-level supply chain consisting of a manufacturer and a retailer,introduces fairness concerns into the supply chain,and analyzes the centralized and decentralized decision models of manufacturers and retailers under different carbon emission policies.How to make the best pricing and carbon reduction rate and related decisions.In the case of manufacturer’s equity neutrality and retailer’s equity concern,the influence of retailer’s equity concern degree on manufacturer’s,retailer’s profit function and the whole profit function of supply chain is explored.Under the carbon emission policy,the carbon emission reduction degree,retail price and profit function in the centralized decision-making model are better than those in the decentralized decision-making model.In the decentralized decisionmaking model,with the increase of retailers’ concern for fairness,the carbon emission reduction rate and wholesale price tend to decrease,resulting in the increase of retailers’ profits and the decrease of manufacturers’ profits.The government and manufacturers in the upstream of the supply chain should pay more attention to the retailers’ fairness concern behavior preference,and guide the retailers’ fairness concern to a reasonable range,so as to maintain the overall good development of the supply chain.At the same time,the state can adjust the carbon tax rate and carbon trading price in line with our national conditions in response to the fair concerns of retailers,maintain the long-term sound development of low carbon supply chain,and contribute to the realization of the "double carbon" goal as soon as possible.
