Research On The Impact Of Environmental Policy Tools On The Efficiency Of Water Pollution Control

There is no doubt that we are facing the pervasive water pollution problem and insufficient freshwater resource in China,which also show a negative effect on social and economic development of provinces and municipalities.The government and society have already headlined the urgency and importance of water pollution control and been increasing the capital and equipment investment in governance.Despite that,the effect of water pollution control achieves slowly.People are less satisfied with water environmental quality than the whole one,also.It illustrates that the efficiency of water pollution control is insufficient which need to be speedily improved.As the crucial means allow the government to control the water contamination,the environmental policy tools also help to analysis which cause the deviation from the original goal.However,we lack both sufficient researches on evaluating how the environmental policy tools affect the efficiency of water pollution governance and sound theories to guide the direction of governance improvement.In order to improving the water contamination governance,it is necessary to study the influence of different environmental policy tools on the governance efficiency.In this study,I raise three hypotheses,which involve the influence of three different environmental policy tools on water pollution control,after analyzing the characteristics and application of the three environmental policy instruments from contingency perspective.I select 29 provinces and municipalities directly under the Central Government as a sample for evaluating their efficiency of water contamination prevention in 2005-2016(the period between 11 th Five-Year Plan and 12 th Five-Year Plan).Then,the government panel data is used to build a DEA super-efficiency model for comprehensive efficiency evaluation of water pollution control.Considering the feasibility of study,the panel correction standard error model is used to verified these hypotheses.The result reveals a positive correlation between command-and-control(CAC)approach and water pollution governance efficiency.However,both the single type of economic tools and public participation tools do not show any positive effect.Through concluding the governance experience from OECD countries,it is found that creating the suitable operating environment for each policy tools expressing their features could improve the governance efficiency,just as the New Governance theory goes.In consequence,I point out several suggestions for optimizing polity instruments use: Firstly,the government should deepen the reform of environmental management system and reduce administrative cost.Secondly,the government should introduce more rational policies to advance enterprises participating in related negotiation.Thirdly,we should inspire companies to reduce pollution through the reforms of taxes and fees.Finally,we need to improve the information disclosure system in order to encourage the participation of social organizations.
