Study On The Effectiveness Of Policy Tools For Air Pollution Control In China

In recent years,with the acceleration of urbanization and industrialization in China,the problem of air pollution has become increasingly serious.The deterioration of air quality not only seriously affects the quality of life of the people,but also threatens the sustainable development of society.This social issue has received the full attention of the Chinese government.To this end,the Chinese government has adopted a series of governance activities on air pollution.Not only has the number and form of air pollution control policies reached an unprecedented level,but the government's financial investment in air pollution control has also increased.So far,although China's air pollution control has achieved remarkable results,less than 70%of urban air quality in cities above the prefecture level in China exceeds the standard.The total pollutant discharge in most provinces is still high,and the pollution control task is still arduous.In the context of the initial effectiveness of air pollution control,on the one hand,we must maintain continuous improvement of the atmospheric environment,on the other hand,we must pay attention to the efficiency of air pollution control.This requires that the governance of the atmospheric environment should improve efficiency on the basis of paying attention to governance methods.Environmental policy tools are the means and methods for the government to carry out atmospheric environmental governance.However,there are few studies on the differences in the effects of different environmental policy tools on the efficiency of air pollution control,and no consistent conclusions have been reached.Therefore,studying the effects of policy instruments in the efficiency of air pollution control has important theoretical and practical significance.In order to further exert the incentive effect of different environmental policy tools on air pollution control,this paper empirically studies the effects of different types of environmental policy tools on the efficiency of air pollution control in China,and finds a combination of environmental policy tools that can improve the efficiency of air pollution control in China.Thereby promoting the effective development of air pollution control work and improving the efficiency of air pollution control in China.This paper is divided into six parts:The first part:This paper introduces the research background of the severity of atmospheric pollution in China and the work of air pollution control,and puts forward the theoretical and practical significance of the research.The paper also reviews the domestic and international research on air pollution control efficiency and environmental policy tools.The second part:This paper defines the related concepts of air pollution control and environmental policy tools,and explains the role of environmental policy tools in air pollution.The theoretical basis of governance;Part III:This paper divides environmental policy tools into command-and-control policy tools,market-incentive tools,and public participation tools.On this basis,the three types of environmental policy tools are compared and analyzed from the tool characteristics such as effect certainty,flexibility and cost-effectiveness.The practical status of different environmental environmental policy tools in China is introduced,and air pollution is used for different environmental policy tools.The empirical research on the effect of governance efficiency has constructed a theoretical framework.The fourth part:Based on the Super-SBM model,this paper measures the efficiency of air pollution control in 30 provinces of China from 2007 to 2016,and conducts horizontal and vertical comparative analysis.The results show that the overall efficiency of air pollution control in China is low,but the efficiency of air pollution control is fluctuating.The efficiency of air pollution control in the eastern,central and western regions is obviously different,with the highest in the west,the second in the middle,and the lowest in the east.The fifth part:This paper takes the efficiency of air pollution control as the explanatory variable and selects different types of environmental policy tools as explanatory variables.And introduce the per capita GDP,the proportion of the secondary industry,the actual use of foreign direct investment and r&d expenditure as control variables,and establish a panel data model for empirical research.The results show that the effects of different environmental policy tools on the efficiency of air pollution control are significantly different.From a national perspective,command-and-control policy tools and market-incentive policy tools have a positive impact on air pollution control efficiency,and public participation-type policy tools have a negative impact on air pollution control efficiency.At the regional level,command-and-control policy tools and market-incentive policy tools have a positive impact on the eastern region.The command-and-control policy tool has a positive impact on the central region of the market-incentive policy tool,but it is not statistically significant.Market incentive policy tools have a positive impact on the western region,and public participation policy tools have a negative impact on all regions;Section 6:Based on the theoretical and empirical studies of the previous chapters,this paper The conclusions are summarized.On the basis of the conclusions obtained,the paper puts forward a sound environmental policy tool system,realizes regional differentiated management,improves the quality of government officials,optimizes the use of command-and-control tools,rationally formulates market standards,enriches market-incentive tools,and actively creates a good atmosphere.Strengthen the effectiveness of public participation tools,accelerate the transformation of industrial structure,rationally introduce foreign capital and integrate environmental policy tools,and accelerate policy recommendations such as joint prevention and control of regional joint defense to promote the role of environmental policy tools in improving the efficiency of air pollution control.
