Research On Environmental Pollution Control Policy Of SMES Based On System Dynamics Model

Environmental pollution control problems of small and medium-sized enterprises has been plagued by governments at all levels of problem,in recent years,the government introduced a series of policies to small and medium-sized enterprise environment pollution problem,but the policy implementation effect is not ideal.At present,the research on environmental governance policy of SMES in China is mainly qualitative research,and there are few researches on simulation analysis through the establishment of models.Based on the game theory,this paper establishes a three-way game model,and the game results show that there is no equilibrium condition for the existing pure strategy,and the pure strategy cannot form the natural game equilibrium point.The replicating dynamic equation of the three-way game was established through the mixed strategy equilibrium analysis,and the system dynamic model was established and simulated based on the replicating dynamic equation.It was found that the stable equilibrium point could not be found.Since the three-party evolutionary game model in the game system of environmental pollution control policy for SMES cannot obtain stable system equilibrium under the original static reward and punishment measures,dynamic reward and punishment measures are adopted.Through the reestablishment of the replication dynamic equation by the dynamic reward and punishment measures,the new system dynamic model is established and simulated,and it is found that the system can reach the stable game equilibrium point,so that all parties can reach the game equilibrium state.Through the change analysis of the simulation situation of system dynamics model after parameter regulation,it can be found that the probability of complete remediation of SMES’ pollution and the time when the system reaches equilibrium can be affected by adjusting different directions of policies.Government in policy making,can be used to improve the small and medium-sized enterprises(SMES)system,improve reward completely regulation of incomplete control of punishment,improve enterprise amount of this a few aspects of the compensation for the residents have a tendency to more policy,so that we can improve the efficiency of enterprise reform,also can improve the effect of the supervision of the residents to report,faster and better achieve policy objectives.
