Risk assessment is the premise and basis of preparing emergency plan for production safety accidents,which is directly related to the success or failure of emergency management.In this paper,aiming at the common phenomenon that small and medium-sized enterprises cannot carry out risk assessment scientifically,independently and efficiently,the typical small and medium-sized enterprises in the state-level economic development zone of jiangsu province and mianyang city are taken as research samples to conduct field visits and investigations,and then the risk assessment system is studied.The study found that the reasons why some small and medium-sized enterprises could not carry out the risk assessment of emergency plan according to the guidelines for accident risk assessment and emergency resources investigation of production and business operation entities(draft for comments)could be summarized as follows:(1)technical level,the guide as a programmatic document has roughly assessment in logic and some details are given,but when using a lack of detailed evaluation process and the technical details,and risk assessment involves the basic data of the complex,specialized,some small and medium-sized enterprises so difficult to master its inner logic and implementation.(2)at the practical level,some small and medium-sized enterprises only evaluate in accordance with the guidelines and spirit,which is inefficient and difficult to calculate and cannot guarantee the accuracy of the process.Based on this,this paper firstly constructs a risk assessment model according to the guidelines and spirit.Secondly,based on the relevant laws and regulations of risk assessment of production safety accidents and its mature implementation experience,the experience of dual-control mechanism in typical areas of the country and the technical thoughts of environmental emergency plan risk assessment are introduced to solve the key technical problems in the risk assessment model.Then the risk matrix method is optimized and used to obtain a comprehensive four-dimensional analysis of sme risk assessment system.Finally,the software of risk assessment is developed by using computer technology,and an example is analyzed.The main achievements and conclusions of this paper are as follows:(1)the risk assessment model constructed conforms to the spirit and requirements of the guideline for accident risk assessment and emergency resources investigation of production and business operation units(draft for comments),and effectively solves the problems of imperfect assessment details and procedures.(2)made a scientific assessment of the 10 risk assessment methods given in the guideline for accident risk assessment and emergency resources investigation of production and business operation entities(draft for comments),and made a table of recommended risk assessment methods for various industries,which solved the difficulty of some small and medium-sized enterprises in choosing appropriate risk assessment methods.(3)by referring to and optimizing the Risk Matrix method,a new accident simulation evaluation method is constructed,which solves the problem that the current mainstream evaluation method(LEC method)has a single evaluation process,high subjectivity and strong professionalism.(4)on the basis of combing and analyzing all the data,the new risk assessment system model introduces a comprehensive four-dimensional judgment method,which effectively solves the disadvantages of single-factor judgment.(5)in this paper,using the Visual Studio 2017 programming language,the development of small and medium-sized enterprise production safety accident emergency plan risk assessment software,to improve the efficiency and accuracy of evaluation system model,realize the simple intelligent professional problem,make the small and medium-sized enterprises can be independent,scientific and efficient production safety accident emergency plan of the risk assessment.(6)select different types of small and medium-sized enterprises in mianyang city,and further verify the risk assessment software of emergency plan for production safety accidents with examples.The results show that the evaluation effect of the evaluation model is very ideal.
