The process of urbanization and industrialization makes solid waste a serious challenge to the sustainable development of cities,which is also contrary to the current implementation of circular economy.In order to solve the current problem of urban solid waste effectively and get rid of the phenomenon of "garbage besieged city",China proposes to build a "zero-waste city" and carry out the action of waste removal on a global scale.However,in view of the current situation of the pilot construction of zero-waste cities in China,the process of solid waste treatment is complex,involving too many stakeholders,and the conflict of interests between multiple stakeholders has become a key obstacle to the construction of zero-waste cities.Therefore,from the perspective of stakeholders,it is very important to coordinate the interests of the core subjects,formulate effective measures to promote the joint governance of multiple subjects and make concerted efforts,so as to realize the construction and long-term development of zero-waste cities.Firstly,this paper expounds the general situation of the zero-waste city from both the domestic and foreign perspectives,and introduces the relevant theoretical basis.On this basis,the obstacles factors existing in the construction process of zero-waste cities in China are analyzed,and a lot of problems such as insufficient policy guidance,lack of long-term mechanism and prominent NIMBY effect are found.Based on this,the main stakeholders participating in the construction of zero-waste city are defined,and the core stakeholders of local government,enterprises and the public are determined,and the behavior decisions of all parties are analyzed in detail,so as to explore the game relationship between the various subjects;then a evolutionary game model of local government,enterprises and the public are constructed in this paper,and the evolutionary stability strategy and the stability of the equilibrium point of the game model are analyzed.Next,Matlab software is used to simulate the evolution path of the three stakeholders and the influence of the relevant parameters on the evolution path of different stakeholders,and to explore the influence of the changes of the relevant parameters on the evolution stability strategy of local governments,enterprises and the public.Finally,in the light of the results of game analysis and the construction situation of zero-waste cities in our country,this paper proposes some suggestions on the construction of zero-waste city from the government,enterprises and the public.The research shows that in the process of zero-waste city construction,local government,enterprises and the public play an important role,and their behavior strategy choices are closely related.No matter which stakeholder’s influencing factors change,it may have an impact on the evolution and stability path and the results of three stakeholders.The game model finally reaches the optimal balance at)1,1,1(point,that is "local government actively promote,enterprises actively respond,and the public actively participate".Through the use of evolutionary game theory to analyze the benefit coordination of zero-waste urban construction,this study has a great reference value for solving the problems of urban solid waste pollution and resource waste caused by multi-party interest conflicts and realizing the and sustainable development and ecological civilization. |
