Energy plays an important role in promoting and supporting the development of human society and national economy.Since China's reform and opening up,the energy industry has made great contributions to the rapid development of China's economy.However,the rapid development of social economy is accompanied by the problems such as irrational use of resources and environmental pollution.The endless damane for energy of the socio-economic development and the limited stock of fossil energy poses the basic contradiction,meanwhile the process of fossil energy exploitation and utilization has caused great damage to the ecological environment,which lead to serious social problems.The increasing scarcity of fossil energy and the deteriorating living environment are increasingly restricting the sustainable development of China's social economy.The party and the government have been fully aware of that the irrational energy consumption,the deterioration of the ecological environment has lead to a crisis of socio-economic development.The government has taken energy conservation,environmental protection,rational use of resources into the basic national policy,to change the mode of economic development,force production capacity upgrading,and implement the sustainable development strategy.This paper takes data envelopment analysis(DEA),energy economics,regional economics,and statistical analysis as theoretical basis for the quantitative research of China's regional industrial energy efficiency and environmental efficiency.This paper tries to analyze the level of China's energy efficiency and environmental efficiency;the impact of environmental regulation on energy performance;the effect of different environmental regulations on energy utilization and environmental protection;based on the current national conditions,which type of environmental regulations is more suitable for China;based on different environmental regulations,the comparation principle of evaluation strategies for the decision makers.In this paper,we evaluate the energy efficiency and environmental efficiency of provincial-level thermal power generation systems in China by Slacks-Based Measure(SBM),and use the SBM model to cluster the environmental efficiency of China's provincial industry.This paper involves seven chapters,and the essence is summarized as follows.Chapter 1:Introduction.This section mainly introduces China's current situation of energy and environment;analyzes the significance of energy performance and environmental performance evaluation;defines the specific meaning of efficiency,energy,energy efficiency,environmental regulation and environmental efficiency,and finally gives the research route of this paper.Chapter 2:The review of theoretical and empirical research on energy and environmental performance both at home and abroad.In this chapter,the history,related concepts and basic models of DEA are briefly introduced.On this basis,the related literatures on the application of DEA in energy performance and environmental performance are reviewed,and the shortcomings are analyzed.This paper also summarizes some of the literatures that have been combined with DEA and cluster analysis,points out the shortcomings,and puts forward a new research direction.Chapter 3:Study on the effects of institutional environmental regulation on energy and environmental performance.This chapter and Chapter 4,Chapter 5 and 6 together constitute the core content of this paper.On the base of the definition of environmental regulation,the institutional environmental regulation and market environmental regulation are two different ways.Based on SBM,both the energy performance and environmental regulation are taken into account in the model,and the interaction between the two is analyzed and the size of the impact.This chapter makes empirical evaluation on 29 regional thermal power plants in China and analyzes the corresponding results.According to statistical techniques,this paper also analyzes the performance in-depth,provides data support for the implementation of the current energy and environmental policy in China.Chapter 4:Study on the effects of market environmental regulations on energy and environmental performance.This chapter is a step-by-step study of Chapter 3.The traditional DEA models usually regard the production process as a "black box",ignoring the internal structure of the production process.Network DEA considers opening the "black box" to comprehensively evaluate the performance of each sub-stage in the production process.At the same time,the traditional research on environmental performance,usually only concerned about the final pollutant emissions,while ignoring the environmental management efforts in production process.Thus,when the undesirable outputs are incorporated into the network DEA framework,previous studies tend to treat undesirable ouputs as the final product of the producton process.This chapter divides the production process into the stage of production and the stage of pollution abatement,and treats pollutants as "intermediate variables",taking into account both economic and the efforts to combate pollution.Through the empirical study on 28 regional coal-fired power generation companies in China during the "11th Five-Year"(2006-2010),this paper concludes that based on China's current economic development stage,the more stringent environemtnal regulation is more conducive to China's environmental protection.This provides support evidence for the latest environmental law promulageted in 2015.Chapter 5:Study on the comparison of evaluation strategy of energy and environmental performance.This chapter is an extension study of Chapter 4.In the efficiency evaluation mehthod,each modle is imperfect,each model has its own advantages and disadvantages.From the perspective of decision makers,it is important to compare and choose the various evaluation strategies based on their own production characteristics.Under different scenarios,this paper proposes four network SBM models,and analyzes China's 28 regional coal-fired power generation compaies in 2010.The empirical results are analyzed using statistical analysis tools,trying to provide decision supports for decision makers.Chapter 6:Clustering analysis of energy and environmental performance evaluation based on SBM.DEA method not only has the function of performance evaluation,but also can identify the improvement direction of the inefficient decision making unis based on the effective frontier.This chapter mainly discusses the clustering analysis of regional industrial energy and environmental performance in China based on the "benchmark" provided by DEA.The SBM model under the environemtal DEA framework is introduced into the clustering technology,and the calculated reference decision unit is used as the "benchmark" to cluster 31 regions'industry sector of China.The results are compared with the traditional clustering mehthod,and the advantages of our method are shown in this paper.Chapter 7:Summary and recommendations.This chapter makes a systematic summary of the whole paper,and gives the corresponding energy and environmental recommendations based on the empirical results.At the same time,this paper points out the shortcoming of this study and future research directions.
